Description

  • Research, identify, and qualify federal contracting opportunities from sources such as SAM.gov, agency forecasts, GWACs, and IDIQs.
  • Build and maintain a pipeline of opportunities aligned with company capabilities and growth targets.
  • Lead capture efforts from pre-RFP through contract award.
  • Develop win strategies, competitive positioning, value propositions, and stakeholder engagement plans.
  • Establish and maintain relationships with federal decision-makers, contracting officers, and industry partners.
  • Attend industry days, conferences, and networking events to support business development efforts.
  • Identify and negotiate teaming agreements, joint ventures, and subcontracting opportunities.
  • Collaborate with proposal teams on compliant proposals, solutioning, pricing strategies, and win themes.
  • Participate in color team reviews and proposal evaluations.
  • Monitor competitors, market trends, and regulatory changes, and prepare pipeline and performance reports for leadership.

Requirements

  • Bachelor’s degree in Business, Government, or a related field, or equivalent experience.
  • 5+ years of business development, capture, or sales experience in federal contracting.
  • Demonstrated success in winning federal contracts as a prime or subcontractor.
  • Strong knowledge of FAR, DFARS, and federal acquisition processes.
  • Experience with federal contract vehicles such as GWACs, IDIQs, BPAs, and GSA Schedules.
  • Established network within federal agencies and/or government contractors.
  • Excellent communication, negotiation, and presentation skills.
  • Experience in IT, cybersecurity, Special Operations, linguistics, intelligence, engineering, logistics, or similar domains (preferred).
  • Active security clearance such as Secret or Top Secret (preferred).
  • Familiarity with tools such as GovWin, SAM.gov, FPDS, and USAspending (preferred).
  • Capture management or proposal development experience (preferred).
  • Master’s degree or relevant certifications such as APMP (preferred).
