Description

  • Lead end-to-end technical program delivery during emergency activations, including scoping, requirements, configuration, implementation, testing, troubleshooting, and closeout.
  • Coordinate with Product, Technology, Research, Engineering, Data, Payments, and Programs teams to align systems with field objectives.
  • Ensure response systems meet data protection, privacy, and financial control standards.
  • Train and onboard surge staff, collaborators, and local partners on technical systems.
  • Maintain deployment guides, technical documentation, and incident-response protocols.
  • Develop technical roadmaps and prioritize improvements that increase response scalability and reliability.
  • Track technical readiness metrics such as uptime, deployment speed, integration failures, data quality, and testing coverage.
  • Lead retrospectives, lessons-learned reviews, and root-cause analyses after responses.
  • Assess and test new products and solutions for emergency response use.
  • Identify and mitigate technical risks involving connectivity, data loss, device theft, fraud, and system misuse.

Requirements

  • 5+ years of professional experience in technical program management, product management, data analytics, software engineering, international development, emergency response, management consulting, or a related field.
  • Experience managing timelines, operational risk, stakeholders, and complex deliverables across multiple workstreams.
  • Ability to operate effectively in fast-paced, ambiguous environments while balancing speed, risk, and quality.
  • Experience making technical decisions and evaluating technologies, system designs, and risks without a predefined playbook.
  • Working proficiency in a programming or statistical language such as Python, R, Matlab, Java, or Apex.
  • Strong analytical, data-validation, problem-solving, project-management, and follow-through skills.
  • Ability to communicate technical concepts to technical and non-technical stakeholders across diverse cultural and national backgrounds.
  • Fluency in English and understanding of technology used in emergency response, including identity verification, data collection, payment systems, and mobile applications.
  • Preferred: Experience with relational databases such as SQL and data visualization.
  • Preferred: Experience in humanitarian or emergency response contexts and familiarity with UN clusters, INGO networks, or donor expectations; must overlap with an East Africa timezone by at least 3 hours and be available for scheduled on-call coverage.
