Description

  • Strategize, implement, and maintain program initiatives aligned with company and customer objectives.
  • Lead planning, execution, and delivery of programs against cost, technical, scope, and schedule commitments.
  • Coordinate dependencies across multiple concurrent technical workstreams and a 20+ person team.
  • Establish governance, communication frameworks, and delivery metrics for a mid-to-large scale program.
  • Identify, assess, and mitigate program risks, changes, and uncertainties with limited oversight.
  • Provide status reporting on risks, financials, governance, quality, and timelines to leadership and government stakeholders.
  • Manage financial planning, indirect rate structures, and program-level fiscal objectives with program control analysts.
  • Oversee the full contract lifecycle for FFP, T&M, and Cost Plus contracts, including pricing, forecasts, and modifications.
  • Serve as the primary liaison for government customers and translate requirements across stakeholders and delivery teams.
  • Support capture and proposal efforts by shaping ROMs, RFP responses, technical narratives, and pricing strategies.
  • Direct staffing, allocation, and team structure for a 20+ person program roster.
  • Promote documentation, knowledge sharing, team cohesion, and healthy team culture across squads.

Requirements

  • Active Top Secret / SCI clearance.
  • 5-15 years of program management experience in federal software development or cyber domains.
  • Experience directly managing programs with 20+ full-time personnel.
  • Experience leading through a lead-of-leads structure with subordinate technical or team leads.
  • Bachelor’s degree from an accredited institution, or 4 years of related experience in lieu of a degree.
  • Deep understanding of Agile methodologies, SDLC frameworks, lean product management, and user-centered design thinking.
  • Direct experience with Atlassian tools, including Jira and Confluence.
  • General knowledge of federal acquisition guidelines, including FAR, DFARS, OTAs, and CSOs.
  • Understanding of rate build-ups, financial health measurements, and program P&L impact.
  • Preferred: familiarity with Kubernetes, AWS, Azure, data transport layers, or high-risk R&D projects.
  • Preferred: PMP knowledge or earned value management experience.
  • Preferred: experience scaling a technical program or contract footprint to a multi-team organization of 20+ people.
  • Preferred: experience implementing scaled Agile frameworks such as SAFe, Scrum at Scale, or Nexus.
  • Preferred: experience influencing outcomes across multiple projects and mentoring team members to build redundancy.

Benefits

  • Salary range of $146,000 to $390,000.
