Description

  • Drive capture efforts for a select portfolio of strategic opportunities and serve as the primary point of contact from inception to award.
  • Develop win themes, win strategies, value propositions, and differentiators for targeted opportunities.
  • Identify and prioritize potential programs for consideration as Strategic Capture Opportunities.
  • Coordinate with internal teams to resource and support technical and management solutions.
  • Support the Proposal Manager and Solutions team by developing proposal outlines, contributing to reviews, and guiding proposal development.
  • Assess competitor capabilities and perform SWOT and team gap analyses.
  • Share responsibility with the Account Executive for winning the opportunity.
  • Establish acquisition and teaming selection criteria, justify partner choices, and negotiate teaming agreements.
  • Create the capture plan, including activity schedules, key milestones, anticipated challenges, and risk mitigation strategies.
  • Conduct post-RFP reviews and document lessons learned to improve capture strategy and actions.

Requirements

  • 15+ years of directly related experience in Department of War / Department of Defense environments.
  • Experience closing large deals in the unrestricted Federal IT technology and services space.
  • Strong analytical skills in business development, capture management, and procurement strategy.
  • Strong communication skills for customer interaction, relationship building, and formal presentations to senior decision makers.
  • Experience analyzing and selecting teaming partners and negotiating teaming agreements.
  • Established relationships with Department of Defense government customers, federal IT services contracting organizations, and relevant government stakeholders.
  • Extensive knowledge of US government acquisition and procurement practices.
  • Thorough understanding of the full business development and program capture lifecycle, including a Shipley-type approach.
  • Bachelor's degree in a relevant field.
  • Experience in leadership or thought leadership roles within defense or federal IT services contracting is preferred.
