Description

  • Provide strategic workforce development, training, knowledge management, and organizational change management support to CNIC Real Property stakeholders.
  • Develop enterprise training programs and instructional materials to improve workforce readiness.
  • Implement organizational change strategies and support organizational transitions across multiple echelons.
  • Advise government leadership on workforce development strategy, stakeholder engagement, and communication planning.
  • Improve business processes and support policy execution in alignment with Department of the Navy requirements.
  • Facilitate workshops, meetings, and stakeholder engagement activities.
  • Develop policies, SOPs, guidance documents, and communication products.
  • Support briefing and communication efforts with senior leadership.
  • Collaborate with cross-functional teams in complex organizational environments.
  • Support audit readiness, internal controls, and performance improvement efforts for real property operations.

Requirements

  • Minimum 6 years of experience supporting the Department of Defense, Department of the Navy, or other federal agencies in workforce development, training, organizational management, Real Property, or related mission areas.
  • Experience designing and delivering enterprise training programs.
  • Experience supporting organizational change management initiatives.
  • Experience developing instructional materials, knowledge management products, and workforce documentation.
  • Strong understanding of adult learning principles and instructional design methodologies.
  • Experience facilitating workshops, meetings, and stakeholder engagement activities.
  • Experience developing policies, SOPs, guidance documents, and communication products.
  • Excellent written and verbal communication skills, including experience briefing senior leadership.
  • Experience supporting cross-functional teams in complex organizational environments.
  • Proficiency with Microsoft Office Suite, SharePoint, Microsoft Teams, Power BI, and collaboration platforms.
  • Active Secret clearance or ability to obtain and maintain one.
  • Experience supporting Navy, NAVFAC, CNIC, Army IMCOM, or other DoD Real Property organizations (preferred).
  • Experience supporting Real Property audit readiness initiatives and internal control programs (preferred).
  • Experience with workforce planning, organizational development, and process improvement initiatives (preferred).
  • Experience developing enterprise knowledge management systems and digital learning platforms (preferred).
  • Familiarity with DoD Real Property lifecycle processes and applicable policies (preferred).
  • Experience supporting organizational communications during enterprise transformation initiatives (preferred).
  • Experience developing workforce performance metrics and reporting dashboards (preferred).
  • Experience facilitating virtual and in-person training for geographically dispersed organizations (preferred).
  • Knowledge of change management frameworks and implementation methodologies (preferred).
  • Experience supporting Communities of Practice and enterprise collaboration initiatives (preferred).
