Description

  • Define and operationalize Red Cell Federal’s public sector and Department of War growth strategy across priority missions, agencies, and acquisition pathways.
  • Lead early mission shaping with mission owners, program offices, contracting offices, and other acquisition stakeholders before solicitations exist.
  • Set bid/no-bid decisions and prioritize opportunities across the portfolio.
  • Architect creative solutions that combine capabilities from multiple portfolio companies to solve mission problems and accelerate adoption.
  • Build and run a scalable BD → Capture → Close growth engine that portfolio companies can plug into.
  • Recruit, mentor, and lead a high-ownership growth team spanning BD, capture, proposals, and contracts.
  • Translate pipeline and program traction into the go-to-market narrative and metrics that support venture growth.
  • Develop a clear public sector growth thesis and identify priority mission areas and pursuits in the first 90 days.
  • Launch disciplined shaping and capture efforts on the highest-leverage opportunities.
  • Stand up the initial operating process and cadence across the portfolio.

Requirements

  • 12+ years of private sector experience selling to the public sector, with at least some time in an executive business development, capture, or federal sales role.
  • Ideally experience focused on defense or national security.
  • Demonstrated ownership of the full lifecycle from early shaping through capture, award, and post-award expansion.
  • At least $100M+ in cumulative contract value influenced, captured, or closed over the course of a career.
  • Strong working knowledge of Department of War and federal acquisition pathways.
  • Hands-on experience with FAR/DFARS-based contracts, including FFP, CPFF, T&M, and hybrid structures.
  • Hands-on experience with OTAs, including prototype and follow-on production.
  • Hands-on experience with IDIQs, GWACs, and BPAs, including task order strategy, on-ramping, and teaming.
  • Experience with innovation-focused mechanisms such as SBIR/STTR, BAAs, CSOs, and rapid acquisition authorities.
  • Deep familiarity working with Department of War stakeholders and mission owners, including PEOs, PAEs, PMOs, Requiring Activities, Combatant Commands, services, or defense agencies.
  • Track record of credibly engaging operators, acquisition professionals, and senior government leadership.
  • Experience selling or scaling technically complex capabilities such as software platforms, AI/data systems, cyber, EW, autonomy, advanced sensing, or mission-critical infrastructure.
  • Proven experience as a player-coach who sets strategy while personally driving the most important deals.
  • Experience building or leading BD, capture, proposal, and contracting teams, directly or in matrixed environments.
  • Ability to establish discipline without bureaucracy, including clear bid/no-bid decisions, win themes, pipeline rigor, and accountability.
  • Current U.S. security clearance strongly preferred.
  • Strong preference for the Washington, DC metro area or willingness to relocate.
  • Willingness to spend meaningful time in the field shaping, capturing, and closing.
  • Ability to travel up to 30%.
