Description

  • Lead end-to-end development of compliant federal proposals, from RFP analysis through final submission.
  • Manage multiple concurrent proposals and expedited task order responses with short turnaround times.
  • Facilitate color team reviews, solutioning discussions, and content development sessions with technical SMEs, business development, and leadership.
  • Develop and maintain proposal schedules, compliance matrices, templates, and version control practices.
  • Write and edit technical, management, past performance, and staffing sections of proposal responses.
  • Translate subject matter expert input into polished, customer-focused proposal content.
  • Maintain and expand reusable proposal content libraries, including resumes and past performance materials.
  • Support early capture efforts through win strategy, customer analysis, competitor assessments, and solution development.
  • Participate in business development pipeline reviews, teaming discussions, and opportunity qualification.
  • Coordinate with remote teams, subcontractors, and partners while proactively communicating risks, gaps, and needs to leadership.

Requirements

  • Bachelor’s degree in business or a related field.
  • 5+ years of experience managing and writing federal government proposals.
  • Small-business experience strongly preferred.
  • Demonstrated ability to manage multiple proposals simultaneously with minimal oversight.
  • Strong writing, editing, and storytelling skills with the ability to synthesize technical information.
  • Experience with rapid-turnaround task orders and IDIQ environments.
  • Familiarity with Shipley or similar proposal methodologies; formal certification is a plus.
  • Proficiency with Microsoft Office and collaborative tools such as Teams and SharePoint.
  • Ability to work independently in a remote environment with high accountability.
  • Experience supporting business development and capture activities in a small or growing organization is preferred.
  • Knowledge of federal contracting, FAR/DFARS, and government procurement cycles is preferred.
  • Graphic design or desktop publishing experience with tools such as PowerPoint, Visio, or Adobe is a plus.
