Description

  • Run capture for every federal pursuit, including opportunity qualification, customer and competitor intelligence, gate reviews, win strategy, teaming, and price-to-win positioning.
  • Own the full proposal development lifecycle from kickoff through compliance matrix, outline, content plan, color-team reviews, production, and final submission.
  • Write the executive summary and key technical, management, and past-performance proposal volumes.
  • Coordinate subject matter expert and partner contributions across the remaining proposal sections.
  • Build and maintain a content library, past-performance database, and capability statement set to improve win rates over time.
  • Partner with the Federal AE on capture plans, with operations on delivery, and with prime contractors on teaming and vehicle routing.
  • Run lessons-learned reviews after submissions and track win/loss, pipeline conversion, and proposal performance metrics.
  • Represent eVisit at industry days, capability briefings, and partner conferences when needed.

Requirements

  • Bachelor’s degree or equivalent operational experience.
  • Veterans and former federal acquisition professionals, including KO, COR, and PM backgrounds, are encouraged to apply.
  • Shipley capture-and-proposal methodology training is required, such as Shipley BD 101, Capture Planning, Proposal Development, or equivalent.
  • APMP Foundation or Practitioner certification is preferred.
  • 7+ years of combined federal capture and proposal experience.
  • Experience leading at least 10 federal proposal submissions with a defensible win rate.
  • Fluency with federal acquisition frameworks and vehicles, including FAR, DFARS, GSA Schedule, SEWP, CIO-SP3/4, OASIS+, IDIQ task orders, OTAs, and sole-source justifications.
  • Ability to draft a compliant executive summary and technical volume without relying on a separate writing team.
  • Strong Shipley methodology knowledge, including capture planning, proposal development lifecycle, and color-team reviews.
  • Experience building compliance matrices and interpreting government evaluation models.
  • Strong technical and executive writing skills.
  • Proficiency with proposal collaboration tools such as Microsoft Word at scale, SharePoint, Loopio, Responsive, or similar.
  • Ability to coordinate across SMEs, primes, channel partners, and contracts/legal teams.
  • Prior experience selling or leading proposals into VA, DHA, DoD/DoW, IHS, HHS, or CMS health programs is preferred.
  • Prior experience working with federal channel or SI partners on teamed responses is preferred.
  • Experience building a capture and proposal practice from scratch at a growth-stage firm is preferred.
  • Secret clearance eligibility is preferred for DoD or DHA-leaning pursuits.
