Description

  • Develop and execute the firm’s business development strategy focused on securing government contracts.
  • Identify and pursue new opportunities with state and local government agencies.
  • Lead capture efforts for government contracts, including RFP responses, proposal development, and teaming arrangements.
  • Oversee the creation and submission of compliant, high-quality proposals.
  • Build and maintain relationships with government officials, agency representatives, and key decision-makers.
  • Represent the company at conferences, events, and meetings and prepare internal teams for external engagements.
  • Build, mentor, and manage a business development team.
  • Analyze procurement forecasts, market trends, regulatory changes, and the competitive landscape to inform strategy.
  • Develop pricing strategies, negotiate contract terms, and support contract renewals.
  • Collaborate with practice leadership, project delivery, finance, and legal teams to ensure post-award execution and regulatory compliance.

Requirements

  • 15+ years of experience in business development, sales, or management in a government contracting environment, ideally within a consulting firm.
  • 6+ years of day-to-day people management experience.
  • 6+ years of practice or service area leadership experience.
  • Master’s degree in Public Health or a related field.
  • 10+ years of client-facing experience, including 7+ years in project leadership roles.
  • Proven success in securing and managing government contracts at the state and/or local level.
  • Experience with RFPs, proposals, and contract negotiations.
  • Strong understanding of government procurement processes, contracting guidelines, compliance, and regulations.
  • Familiarity with public health agencies, topics, and trends; experience with local and regional public health is highly desirable.
  • Exceptional written and verbal communication skills, strong negotiation and relationship-building abilities, and strategic problem-solving capabilities.
  • Proficiency in CRM tools and government procurement platforms.
  • Ability to work independently and collaboratively while managing multiple projects and deadlines in a fast-paced consulting environment.
  • Alignment with BME’s shared values.
  • Ability to work from a U.S.-based home office and travel 10–20% as needed.
  • Ability to work in the U.S. without sponsorship, as the company does not sponsor work-related visas.

  • Base salary of $120,000–$160,000 annually.
  • Annual bonus of up to 50% based on individual and firm performance.
