Description

  • Own end-to-end proposal pricing from solicitation review and strategy through final cost-volume submission.
  • Build and maintain audit-ready Excel models covering labor, indirect costs, escalation, fees, and subcontractors.
  • Apply FAR Part 31, 2 CFR 200, and agency guidance to ensure compliant pricing.
  • Collaborate with program, business development, contracts, HR, and finance teams to translate staffing and level of effort into budgets.
  • Integrate subcontractor proposals and required flowdowns while validating rates and assumptions.
  • Review cost narratives and proposals for realism, consistency, and mathematical accuracy.
  • Improve pricing templates, tools, and processes and support audits, negotiations, and post-award analysis.
  • Support FP&A activities, including budget-to-actual variance analysis and financial planning.

Requirements

  • Bachelor’s degree in finance, accounting, business, or a related field.
  • 5+ years of hands-on pricing experience for federal and/or state government contracts.
  • Advanced Excel skills and experience building complex, multi-variable pricing models.
  • Working knowledge of FAR Part 31 and 2 CFR 200 across cost-reimbursable, time-and-materials, and fixed-price contracts.
  • Strong analytical judgment, attention to detail, and communication skills.
  • Ability to collaborate across teams and manage multiple deadlines in a proposal environment.
  • Pricing experience with health-focused programs such as HHS, CMS, CDC, NIH, HRSA, Medicaid, or public health preferred.
  • Familiarity with GSA Schedules, IDIQs/GWACs, audits or DCAA indirect-rate activities, and price-to-win work preferred.
  • Experience with GovWin IQ, Salesforce, SharePoint, Power BI, or Deltek Costpoint preferred.
  • Must be eligible to work in the United States without sponsorship, work from the continental U.S., and align with Eastern Time core hours.
