Description

  • Set portfolio strategy, priorities, implementation approaches, investment decisions and resource allocation in alignment with country priorities.
  • Oversee multi-country program planning, budgeting, resource management, performance and delivery against strategic objectives.
  • Lead and develop a multidisciplinary team, including staffing, performance management, talent development and capacity building.
  • Provide technical leadership in maternal death surveillance and response, quality maternal care, family planning and adolescent pregnancy prevention.
  • Develop and adapt evidence-informed, data-driven approaches to improve clinical care, service delivery and health system capabilities.
  • Guide country program design and implementation to strengthen government leadership and sustainable institutional capabilities.
  • Lead senior engagement with Ministries of Health and national partners to shape country strategies and secure program ownership.
  • Develop partnerships with donors, multilateral agencies, technical institutions and implementing partners, and represent RTSL in high-level discussions.
  • Monitor portfolio results, use implementation learning to address delivery challenges and adapt approaches, and disseminate evidence for policy and scale-up.

Requirements

  • Advanced degree in medicine, public health, sexual and reproductive health, obstetrics and gynecology, or a related field.
  • At least 15 years of relevant global health experience, including substantial sexual, reproductive and maternal health leadership experience in low- and middle-income countries.
  • Experience developing and leading complex multi-country programs, including strategic planning, budget oversight and accountability for results.
  • Recognized expertise in maternal survival and reproductive health, including evidence-based interventions, health service delivery and health system strengthening.
  • Experience engaging and influencing senior government officials, donors and international partners.
  • Proven ability to lead multidisciplinary teams and manage programs across countries and organizational functions.
  • Strong ability to use data and implementation learning to translate evidence into sustainable program improvements.
  • Excellent strategic thinking, judgment, communication and leadership skills in complex political and operational environments.
  • Fluency in English; French proficiency is desirable.
  • Willingness to travel internationally approximately 30% during program start-up and up to 25% thereafter.
