Description

  • Provide operational and strategic leadership for the Ethiopia Collaborative Surveillance portfolio.
  • Lead annual, quarterly, and monthly planning, including workplans and budgets.
  • Manage day-to-day coordination across RTSL Ethiopia teams and embedded technical staff.
  • Oversee subnational implementation activities aligned with national and subnational priorities.
  • Serve as the primary liaison with EPHI, the Ministry of Health, regional health bureaus, and other government counterparts.
  • Develop and manage partnerships with donors, implementing organizations, technical working groups, and other stakeholders.
  • Provide line management for staff and consultants, including recruitment, onboarding, performance management, and professional development.
  • Support technical design of surveillance architecture, data flows, and decision-making workflows.
  • Strengthen public health information-sharing and epidemic intelligence workflows, including 7-1-7 and situational awareness activities.
  • Prepare progress updates, presentations, briefing notes, and donor reports.

Requirements

  • Master’s degree or higher in public health, epidemiology, health informatics, statistics, health systems, or a related field.
  • At least 10 years of experience in public health program and/or project management with increasing responsibility.
  • Experience managing complex, multi-stakeholder projects with national and subnational implementation components.
  • Experience working with EPHI, the Ministry of Health, regional health bureaus, or similar government institutions.
  • Experience in preparedness and/or response to epidemics and health emergencies.
  • Experience in surveillance strengthening, health information systems, epidemic intelligence, or public health emergency management is strongly preferred.
  • Strong understanding of public health surveillance systems, collaborative surveillance, systems thinking, business process mapping, and data use for decision-making.
  • Excellent communication, presentation, facilitation, negotiation, coordination, and interpersonal skills.
  • Fluency in English is required, with very strong written English and report-writing ability.
  • Ability to travel up to 30%.
  • Experience with health information systems such as DHIS2 and data integration is preferred.
  • Experience using analytical software such as R, Stata, or Python is preferred.
