Description

  • Provide strategic oversight for an assigned portfolio of Medicaid external quality review contracts and ensure compliance with state and federal requirements.
  • Lead relationships with state Medicaid agencies, managed care entities, subcontractors, and other stakeholders, resolving issues that affect customer satisfaction.
  • Direct project planning, implementation, staffing, scheduling, budgeting, performance monitoring, and deliverable management.
  • Lead, coach, develop, and evaluate project managers and assigned staff, including recruitment, onboarding, training, and corrective action.
  • Ensure deliverables are accurate, quality-reviewed, approved, and submitted on time.
  • Monitor budgets, forecasts, staffing plans, and labor utilization with Finance and executive leadership.
  • Identify and mitigate operational, contractual, staffing, financial, and customer risks.
  • Advise project leads on project design, data collection, analysis, quality review, technical assistance, training, and report development.
  • Coordinate cross-functional initiatives, advance standardized processes, and support business development, proposals, presentations, and pricing activities.
  • Represent HSAG in customer meetings, conferences, and external forums while maintaining confidentiality and regulatory compliance.

Requirements

  • Master’s degree in healthcare administration, public health, health services, business administration, or a related field, or an equivalent combination of education and relevant experience.
  • At least 8 years of progressively responsible experience in Medicaid, managed care, healthcare quality, external quality review, regulatory oversight, auditing, consulting, or a related field.
  • At least 5 years of management or supervisory experience overseeing complex projects, customer relationships, budgets, and staff performance.
  • Experience leading multiple contracts or large, complex initiatives through cross-functional teams and other leaders.
  • Experience with state Medicaid agencies, managed care organizations, external quality review, or related healthcare programs preferred.
  • Experience supporting proposal development and business growth activities preferred.
  • Strong leadership, judgment, problem-solving, decision-making, organizational, communication, presentation, facilitation, negotiation, and interpersonal skills.
  • Ability to manage competing priorities and overlapping deadlines while maintaining quality and attention to detail.
  • Proficiency with Microsoft Windows, Microsoft Office, Microsoft Copilot, and the ability to learn other business software.
  • Ability to travel statewide and out of state as needed; travel is generally expected to be less than 5%.
