Description

  • Lead Evidence Action’s organization-wide MLE strategy, including the design and oversight of major evaluations and quality assurance of evaluation methods and findings.
  • Develop and maintain centralized MLE systems for tracking, sharing, and applying evidence across programs and regions.
  • Define and advance the organizational learning agenda, prioritizing the highest-value learning questions and ensuring results inform program and organizational decisions.
  • Provide strategic MLE oversight for new program development and accelerator processes from the earliest stages.
  • Identify cross-program monitoring blind spots and systemic risks, and translate findings into actionable recommendations for senior leadership.
  • Champion the use of data, technology, and AI to improve monitoring and decision-making.
  • Serve as a senior external representative for the MLE function with donors, board members, government partners, and peer organizations.
  • Manage external reviewers, vendors, and consultants while maintaining strong working relationships and critically assessing their recommendations.
  • Partner with internal evidence functions, including Cost-Effectiveness, to ensure coherence across Evidence Action’s evidence approach.
  • Lead, coach, and develop the MLE Strategy team, including direct management of the Director, Program Monitoring and Evaluation.
  • Set team priorities, clarify roles, foster psychological safety, and manage the team budget and resourcing needs.

Requirements

  • 10+ years of progressive experience in monitoring, evaluation, and learning in a global development context.
  • Experience working in organizations that both directly implement programs and provide technical assistance to governments.
  • 5+ years of senior leadership experience within a matrixed organization.
  • Advanced degree in economics, public health, social science, statistics, or a related field.
  • Expertise in program evaluation design and methodology, including impact evaluations, process evaluations, and mixed-methods approaches.
  • Experience managing large-scale evaluations from design through dissemination.
  • Proven track record of developing Directors or senior leaders and strengthening leadership bench capacity.
  • Experience building or transforming MLE systems within an organization, not only as an external consultant or researcher.
  • Ability to communicate effectively with donors, board members, and non-technical audiences to drive decisions.
  • Familiarity with applying data technology and AI to strengthen MLE implementation and decision-making.
  • Publications, conference presentations, or other external thought leadership are a strong plus.
  • Legally authorized to work in the country of location; Evidence Action cannot sponsor or transfer employment visas at this time.
  • Ability to work in a location where Evidence Action has an office is preferred.

  • US base salary range of $155,000–$185,000 per year, with level determined case by case.
