Description

  • Assess agency capabilities and gaps against strategic priorities, plans, and objectives.
  • Develop requirements and support Analyses of Alternatives to address capability gaps.
  • Design the Strategic Portfolio Management roadmap, governance processes, standards, and performance metrics.
  • Prepare briefing papers and decision materials and support governance boards by tracking decisions, actions, and risks.
  • Develop training strategies, curricula, materials, and job aids; conduct needs assessments and deliver training.
  • Maintain SOPs and documentation and support stakeholder analysis, communications planning, transition, and knowledge transfer.
  • Use training and customer feedback metrics to recommend process and materials improvements.

Requirements

  • Experience with portfolio management, IT/program governance, or organizational change management.
  • Direct experience with Strategic Portfolio Management or IT portfolio management frameworks.
  • Federal financial management expertise, including audit findings, internal controls, OMB A-123, or financial reporting compliance.
  • Ability to interpret and develop financial management procedures, policies, regulations, and directives.
  • Hands-on experience applying OMB Circular A-123, OMB Circular A-130, FFMIA, FISMA, or FITARA to program governance.
  • Experience developing training curricula, SOPs, or OCM communications for a federal system or process implementation.
  • Strong written and oral communication skills, including preparing government-facing materials and delivering training.
  • Ability to obtain a Public Trust/Suitability determination and pass a federal background check.
  • U.S. citizenship required; no visa sponsorship available.
