Description

  • Lead client-side design for HCM and Payroll within Oracle Cloud ERP programmes, governing end-to-end solution design with System Integrators and client teams.
  • Define system configurations, functional specifications, and design decisions from complex business requirements.
  • Provide subject matter expertise across Oracle HCM and Payroll modules including Core HR, Payroll, Absence, Learn, Performance, OTL, workforce structures, reporting, and role-based security.
  • Lead or support solution design workshops aligned to best practice, statutory reporting requirements, and organisational controls.
  • Develop and optimise HR and payroll operating models, including process ownership, controls structures, and service delivery models.
  • Lead or contribute to end-to-end process design for core HR and payroll processes such as Hire to Retire.
  • Validate that solution design strengthens internal controls, supports audit compliance, and remains sustainable and supportable post go-live.
  • Attend and support Design Authority forums by providing advice, challenge, and design assurance.
  • Collaborate with HR/payroll leadership, operational stakeholders, programme teams, technical teams, architects, and functional consultants.
  • Support data migration, integration, security, reporting, planning, risk, and dependency management activities across the programme.

Requirements

  • Proven experience as an HCM / Payroll Solution Design Architect or Functional PM on large-scale Oracle Cloud SaaS implementations.
  • Experience working in or with the public sector, ideally local government.
  • Strong knowledge of Oracle Cloud HCM, ERP, Payroll, Procurement, and EPM applications.
  • Strong understanding of HR and payroll business processes, particularly in a public-sector context.
  • Experience designing security aligned to local government standards.
  • Experience advising Design Authority and client teams.
  • Ability to confidently challenge System Integrator design.
  • Excellent communication and interpersonal skills with the ability to articulate solutions clearly to a range of stakeholders.
  • Experience with data migration, integration, and reporting design is beneficial.
  • Knowledge of statutory, management, and operational reporting using embedded analytics or external tools is beneficial.

  • Day rate up to £700 per day outside IR35, depending on experience.
  • Contract duration of up to 6 months.
