Description

  • Explain Medicaid Enterprise Systems complexities to experts in other domains.
  • Communicate technical information clearly through diagrams and concise written descriptions.
  • Build trust with teammates, clients, and interviewees to surface concerns and challenges.
  • Assess architectural decisions and identify where they diverge from sound practice.
  • Contribute to documentation and diagrams as needed.
  • Collaborate to break down ambiguous goals into concrete, feasible steps.
  • Participate in discussions with internal and external stakeholders.
  • Get buy-in from teammates, team leads, and government stakeholders to move work forward.
  • Anticipate and proactively provide information needed by other disciplines.
  • Advise the team on technical aspects of Medicaid Enterprise Systems modernization.
  • Influence research questions and assess opportunities for system change.
  • Support interviews and high-level problem solving around system architecture and delivery risk.

Requirements

  • 8 years of relevant professional experience.
  • 4+ years of experience with state Medicaid Enterprise Systems, on the government or contractor side.
  • Expertise in MITA.
  • Expertise in building secure, compliant software and minimizing vulnerability risk.
  • Experience building and maintaining complex, scalable systems and contributing to architectural decisions.
  • Experience evaluating the design and scalability of complex multi-component systems, including APIs, databases, and data pipelines.
  • Ability to write high-quality, working, reusable code.
  • Advanced proficiency in modern software development languages and systems.
  • Proven ability to communicate technical complexity clearly to diverse stakeholders.
  • Ability to operate as a self-starter in ambiguous environments and execute independently on high-impact work.
  • Expertise in information security and security risk management frameworks used by states and the federal government.
  • Experience working in government consulting engagements.
  • Experience working with a social impact-focused product team or in civic tech (preferred).
  • Experience working with distributed, cross-functional teams including product managers, designers, engineers, and subject matter experts (preferred).
  • Personal experience with government health and human services programs (preferred).
  • Working knowledge of Medicare, the ACA, MACRA, Medicaid, or CHIP (preferred).
  • Familiarity with SAFe and agile methodologies (preferred).
  • Experience working with or integrating legacy systems (preferred).
  • Experience working on large-scale applications and systems (preferred).
  • This role is scoped to around 120 total hours.
  • Estimated contract length is approximately 6 months (September 2026 - February 2027).
  • Must work from the United States.
  • Independent Contractors must have been residents in the United States for 3 of the past 5 years.
  • Cannot reside in New York due to tax reasons.
  • Must already have legal authorization to work in the US without ongoing visa sponsorship.
  • May be required to provide business or professional license and insurance certificates.
  • Must complete a Public Trust form and fingerprinting.
  • Must be able to work flexibly around Eastern Time.
  • This is a 1099 independent contractor role.
