Description

  • Serve as the technical authority for the DMC custom-built application portfolio.
  • Design, develop, enhance, and sustain applications using ASP.NET Core, C#, .NET Framework 4.8, JavaScript, CSS, and Kendo UI.
  • Design, build, and maintain scalable and secure cloud infrastructure in Microsoft Azure.
  • Lead the SSRS-to-Power BI migration using existing Power BI Service, Report Server, gateway, and workspace resources.
  • Lead WebForms-to-ASP.NET Core modernization within the VA Enterprise Cloud framework.
  • Design and maintain complex relational SQL Server databases and advanced T-SQL objects.
  • Maintain data dictionaries, metadata documentation, and report-to-data-source traceability.
  • Support secure coding practices and remediation of ATO vulnerabilities and findings.
  • Provide technical direction, architectural guidance, and code reviews to junior developers.
  • Ensure products meet Section 508, ADA, and WCAG 2.0 Level A and AA accessibility requirements.
  • Maintain ATO artifacts, including SSP updates, control narratives, POA&M tracking, and scan evidence.
  • Participate in technical working sessions and meetings with OAA leadership and VA stakeholders.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, or a related field; no equivalencies or substitutions accepted.
  • 8+ years of software development experience.
  • Significant experience with Microsoft Azure cloud solutions, including Databricks, Synapse, API Management, Azure Functions, Azure App Services, Azure Blob Storage, and Azure Monitor.
  • Hands-on expertise with ASP.NET Core, C#, T-SQL, Power BI, and Kendo UI.
  • Proven experience leading software development projects and providing technical oversight.
  • Strong communication skills with both technical and non-technical stakeholders.
  • Must have resided continuously in the United States for the past 36 months.
  • U.S. citizenship required.
  • Advanced Microsoft certifications such as Azure Solutions Architect Expert or Azure Developer Associate are preferred.
  • Federal ATO/RMF experience is preferred.
  • Experience supporting VA or other federal health or education programs is preferred.
  • Experience with Section 508 accessibility remediation is preferred.
  • Active or prior federal security clearance or public trust is preferred.
