Description

  • Serve as the senior functional liaison between DOL accounting users and technical system teams.
  • Own requirements elicitation, analysis, documentation, traceability, and implementation validation.
  • Develop functional designs, use cases, process flows, analytical papers, decision papers, and other government deliverables.
  • Plan and execute unit, system, integration, regression, and user acceptance testing; document results and drive defects to closure.
  • Provide Tier 2 and Tier 3 production support, including issue triage, root-cause analysis, and resolution of transaction and posting errors.
  • Coordinate complex issue resolution with technical, database, and security teams.
  • Perform quality assurance and peer reviews of requirements, design, and testing artifacts.
  • Support structured change control and Change Control Board processes.
  • Manage assigned work in issue and backlog management tools.
  • Provide direction, review, and mentoring to junior functional analysts.

Requirements

  • At least 9 years of professional experience as a Business Analyst, Functional Analyst, or ERP business systems analyst supporting enterprise financial management systems.
  • At least 5 years of hands-on functional experience with Oracle E-Business Suite Federal Financials, including one or more core financial modules.
  • Experience supporting federal financial systems; experience at a CFO Act agency is preferred.
  • Experience with federal ERP processes across traditional and Agile SDLCs, from requirements through deployment and post-production support.
  • Knowledge of USSGL, Treasury Financial Manual, FASAB standards, OMB circulars, GAO guidance, budget execution, funds control, and the Anti-Deficiency Act.
  • Experience with federal financial statement audits, including audit responses, supporting documentation, and corrective action plans.
  • Experience with federal financial processes such as Procure-to-Pay, Bill-to-Collect, Budget Execution, Grants Management, General Ledger Integrity, and Purchase Cards.
  • Experience with Treasury G-Invoicing, GTAS, DATA Act reporting, or Treasury Report on Receivables is preferred.
  • Experience with relevant federal financial applications and interfaces, including MarkView, Oracle Analytics Server, IPP, ETS2, GrantSolutions, NFC payroll, and Citibank Purchase Card interfaces is preferred.
  • Ability to obtain and maintain a Public Trust; ability to work independently with limited supervision.
