Description

  • Own ASPR TSS task-order execution, including scope, schedule, staffing, quality, deliverables, risks, and issues.
  • Prepare weekly status reports and meetings plus monthly workload, turnaround-time, and process-improvement reporting.
  • Serve as the primary operational point of contact for the ASPR COR and Travel Services Branch leadership.
  • Supervise and schedule travel staff for coverage from 8:00 AM–10:00 PM daily and coordinate 24/7 emergency surge support.
  • Provide authoritative guidance on the FTR, GSA guidance, HHS Travel Policy, and ASPR travel policy.
  • Create, review, and maintain travel authorizations and vouchers in ETS2, including receipts, justifications, supplemental vouchers, and escalations.
  • Review travel documents for compliance and support payment of SES-level vouchers with complete audit trails.
  • Coordinate air, lodging, and ground transportation through the HHS Travel Management Center and manage travel card reservations.
  • Manage travel support queues, traveler profiles, routing lists, CAN data, readiness reviews, and change monitoring.
  • Lead special-event and emergency travel operations, ETS2-to-GO.gov transition activities, reporting, training, and user support.

Requirements

  • Hands-on experience administering a federal travel program from authorizations and reservations through vouchers, reimbursement, approval workflows, and reporting.
  • Expertise interpreting and applying the Federal Travel Regulation and agency supplements to non-routine travel.
  • Proficiency with ETS2/ConcurGov or a comparable federal electronic travel system, including document lifecycle, profiles, routing, and troubleshooting.
  • Experience reviewing vouchers and authorizations for accuracy, allowability, compliance, accounting codes, and funding lines.
  • Experience managing federal task-order scope, schedules, deliverables, risk, quality, and staff across extended hours.
  • Ability to produce management, compliance, audit-support, and executive reports from travel and financial data.
  • Experience with Travel Management Centers, city-pair fares, lodging per diem, and IBA/CBA usage.
  • Excellent communication, judgment, discretion, and ability to support sensitive or high-profile travelers under compressed timelines.
  • Willingness to support after-hours and emergency surge operations and participate in an on-call rotation.
  • DC/MD/VA residence, U.S. citizenship, ability to report onsite in Washington, DC as directed, and eligibility for a minimum NACI background investigation, fingerprinting, and PIV credentialing; preferred qualifications include HHS/ASPR experience, GO.gov implementation, NSSE or group travel, relevant certifications, and advanced Excel/Power BI skills.
