Description

  • Own proposal strategy and execution across active pursuits, including win themes, technical alignment, compliance review, and on-time submission.
  • Serve as proposal lead by running kickoffs, assigning writing tasks, setting milestones, managing schedules, and removing blockers.
  • Build and maintain a reusable proposal asset library with templates, SOWs, compliance matrices, cost volumes, capability narratives, and past performance summaries.
  • Translate technical concepts into clear, evaluator-focused proposal language with Engineering, Product, and Program teams.
  • Coordinate cross-functional reviews to validate win themes, compliance, cost realism, and overall narrative coherence.
  • Track proposal status, risks, milestones, resources, and documentation across multiple concurrent pursuits.
  • Improve proposal operations by creating scorecards, checklists, and scalable workflows.
  • Coordinate pricing and cost volume development with technical teams and Finance.
  • Ensure compliant submissions through government portals and agency-specific systems in partnership with BD and Sales.

Requirements

  • 8+ years of experience in proposal management, program management, or government contracting in defense tech, space, dual-use, or a related field.
  • Proven track record leading proposals from kickoff through submission for SBIRs, RFPs, BAAs, or similar solicitations.
  • Strong technical communication skills with the ability to write for evaluator audiences.
  • Foundational understanding of engineering, product development, and systems architecture.
  • Proficiency with CRM and pipeline tools for deal tracking, reporting, and workflow management.
  • Familiarity with government procurement processes, FAR/DFARS compliance, and submission portals/timelines.
  • Ability to build and refine templates, scorecards, checklists, and scalable workflows.
  • APMP, PMP, or Shipley certification, or an equivalent proposal management credential.
  • Experience in space, defense, Earth observation, or robotics sectors (preferred).
  • Deep SBIR/STTR expertise, including Phase I to Phase II positioning strategy (preferred).
  • Hands-on pricing experience including rate structures, LOE estimation, risk/reserve methodology, and budget narratives (preferred).
  • Experience with proposal automation tools or platforms such as Deltek or Responsive (preferred).
  • Must be a U.S. Person due to access to export-controlled information or facilities.
  • May be expected to obtain and hold a U.S. Top Secret security clearance.
