Description

  • Conduct federal capture market research using government procurement sources such as SAM.gov and GSA MAS.
  • Gather intelligence on upcoming procurements, contract vehicles, and agency priorities to support capture planning and proposal development.
  • Generate, qualify, and advance leads through regular daily, weekly, and monthly customer outreach.
  • Conduct customer calls and meetings to understand requirements, deliver product demonstrations, and discuss solutions.
  • Prepare and deliver tailored sales presentations that communicate Rise8’s value proposition and capabilities.
  • Collaborate with marketing, delivery, subject matter experts, and other internal stakeholders on proposals, capture plans, and growth initiatives.
  • Write and edit proposal content, including executive summaries, solution descriptions, technical approaches, and past performance references.
  • Work with partners to develop teaming agreements, joint ventures, or subcontracting relationships.
  • Navigate government solicitations, RFPs, and contract vehicles to identify requirements, evaluation criteria, and compliance considerations.
  • Maintain documentation of market research, competitive analysis, proposal activities, and contract administration processes.
  • Support the end-to-end customer experience from initial contact through close, execution, and renewal.
  • Identify opportunities to improve growth processes through automation and efficiency gains.

Requirements

  • Proven experience in business development or sales, particularly within the government sector.
  • Strong interpersonal and communication skills with the ability to articulate complex ideas effectively and with humility.
  • Results-driven mindset with a track record of meeting and exceeding targets.
  • Strong project management and time management skills.
  • Ability to work both independently and collaboratively in a team environment.
  • Familiarity with CRM software and other sales tools, including experience with consultative sales processes.
  • Excellent negotiation skills and proficiency in writing and reviewing government proposals.
  • Ability to network actively and represent the organization at professional and government-focused events.
  • Passion for user-centered design, empathy, and solving customer problems.
  • Detail-oriented mindset with professional persistence and strong motivation to succeed in a competitive environment.
  • Deep expertise in services and the government landscape, with the ability to identify and pursue government RFPs effectively.
  • Bachelor’s degree in Business, Marketing, or a related field preferred.
  • At least 4 years of successful capture management experience in the Federal sector preferred.
  • In-depth knowledge of federal procurement regulations and the FAR preferred.
  • Experience leading capture teams and working with integrated capture teams across multiple vendors preferred.
  • Familiarity with Government Customer/Citizen Experience, UX/HCD, and web and digital communication technologies and platforms (CMS/DXPs) preferred.
  • U.S. citizenship required.
  • Ability to pass a background investigation required.

  • Annual base salary of $115,688 to $144,611.
