Description

  • Lead the development, drafting, and review of RFIs, NPRMs, final rules, preamble text, and supporting analyses.
  • Collaborate with federal clients and subject matter experts to create new regulations and update existing ones.
  • Ensure regulatory documents align with agency expectations, statutory authority, and regulatory best practices.
  • Review deliverables for quality, accuracy, compliance, and documentation standards.
  • Lead client-facing discussions on regulatory approach, strategy, risks, and compliance considerations.
  • Prepare formal rulemaking communications and stakeholder materials.
  • Translate complex regulatory content into clear, accessible language for diverse audiences.
  • Support the full federal rulemaking lifecycle, including responses to public comments and disposition documents.
  • Contribute to regulatory impact analyses by synthesizing quantitative and qualitative data into actionable insights.
  • Train healthcare analysts supporting public comment analysis related to regulatory provisions.

Requirements

  • Master’s degree in public health, public policy, medicine, nursing, health policy, government, or a related field.
  • 8+ years of federal regulatory experience, including drafting HHS rules.
  • At least 3 years of experience drafting or finalizing HHS regulatory language.
  • Demonstrated experience supporting federal rulemaking processes, including RFIs, NPRMs, and final rules.
  • Strong understanding of the federal regulatory development lifecycle.
  • Experience contributing to regulatory impact analyses (RIAs).
  • Exceptional written and verbal communication skills, including the ability to simplify complex regulatory language.
  • Basic knowledge of Microsoft Office, Microsoft Teams, and SharePoint.
  • Strong attention to detail and the ability to work independently and follow instructions precisely.
  • Experience writing CMS rules such as Physician Fee Schedule (PFS), IPPS, QPP/MIPS, or other ACA-related regulatory provisions (preferred).
  • Expertise developing and writing RIAs (preferred).
