Description

  • Lead the planning, execution, monitoring, and closeout of competitive grant and merit-review activities.
  • Develop review schedules, reviewer assignments, deliverables, quality controls, risk plans, and contingencies.
  • Interpret funding announcements, evaluation criteria, and scoring rubrics and create reviewer guidance.
  • Recruit, vet, assign, onboard, train, and coordinate reviewers and subject-matter experts.
  • Manage technical, administrative, and formal merit reviews while monitoring workloads, progress, and deadlines.
  • Oversee conflict-of-interest, confidentiality, reviewer-independence, and application-reassignment procedures.
  • Review scores and narrative comments for completeness, consistency, evidence, and procedural compliance.
  • Validate, reconcile, rank, and report review results and maintain accurate grants-system data.
  • Prepare status reports, dashboards, scoring reports, management updates, and final competition documentation.
  • Analyze portfolio-level scoring trends, risks, application strengths and weaknesses, and decision-support insights.

Requirements

  • Master’s degree in public administration, public policy, economics, business, finance, program evaluation, research, data analytics, social science, or a related field.
  • 7+ years of progressively responsible experience in grants management, program operations, program evaluation, application review, research administration, or a related field.
  • Demonstrated experience managing or supporting competitive grant reviews and formal merit reviews.
  • Experience with reviewer recruitment, assignments, training, conflicts of interest, application tracking, scoring, quality assurance, and reporting.
  • Experience evaluating applications against funding requirements, evaluation criteria, and scoring rubrics.
  • Experience coordinating reviewers, subject-matter experts, analysts, or review panels in deadline-driven environments.
  • Strong knowledge of competitive grantmaking, confidentiality, reviewer independence, and defensible decision documentation.
  • Strong analytical and quality-assurance skills, including quantitative and qualitative data validation.
  • Advanced proficiency with Microsoft Office, virtual collaboration tools, project-management tools, and electronic grants-management systems.
  • Excellent communication, organization, stakeholder-management, judgment, impartiality, discretion, and ability to work independently in a remote environment.
  • Preferred: Experience with federal or state grant programs, economic development, entrepreneurship, innovation, workforce development, technology commercialization, Salesforce, AI-related programs, or reviewer calibration.
  • Preferred: PMP, CGMS, or comparable professional certification.
