Description

  • Create opportunity-specific technical and business solutions that highlight Bellese’s strengths and relevant experience.
  • Lead technical and domain experts in developing innovative, feasible, compliant client solutions.
  • Translate capture strategies and delivery capabilities into compelling proposal content, including technical approaches and management plans.
  • Develop win themes, white papers, demos, proposals, oral presentations, and other client-facing materials.
  • Partner with SMEs and external partners to align solutions with client needs and strategic objectives.
  • Engage senior clients to present capabilities, introduce technologies, and identify improvement opportunities.
  • Lead or support cross-functional teams in client-facing design challenges.
  • Rapidly gather technical and domain information from cross-disciplinary SME teams to support solutioning.
  • Apply Agile, product management, DevSecOps, and human-centered design principles to solution development.
  • Identify opportunities to expand capabilities and value for existing clients.

Requirements

  • 5+ years of experience in solution development or program leadership supporting Federal proposals.
  • Experience developing technical approaches and management plans for proposals.
  • Strong knowledge of Agile, human-centered design, and DevSecOps practices for complex system development.
  • Knowledge of modern cloud architecture, including frontend user experiences, backend APIs, and data-intensive systems.
  • Ability to analyze client priorities and translate complex insights into persuasive solution content.
  • Experience collaborating across functional teams and motivating stakeholders toward shared goals.
  • U.S. citizenship or Green Card; sponsorship is not available.
  • At least 3 years of U.S. residency and ability to obtain and maintain a Public Trust clearance, including a U.S. Government background investigation.
  • Experience with HHS Operating Divisions, particularly CMS (preferred).
  • Experience with healthcare interoperability standards such as FHIR, digital quality measurement, healthcare technology challenges, AI-enabled solutioning, and complex stakeholder environments (preferred).
