Description

  • Manage federal contracts, subcontracts, NDAs, teaming agreements, licenses, and other business agreements from drafting and negotiation through closeout.
  • Review RFPs, RFIs, and RFQs and advise capture and proposal teams on contractual requirements and risks.
  • Draft, review, and negotiate terms with government customers, partners, and subcontractors.
  • Administer subcontracts, manage subcontractor relationships, and monitor clause flow-downs, compliance, and deliverables.
  • Ensure compliance with FAR, applicable agency supplements such as HHSAR, and company policy across FFP, T&M, IDIQ, and task or delivery orders.
  • Serve as the primary contracts contact for contracting officers, program managers, business development, and legal teams.
  • Identify contractual and compliance risks, develop mitigation strategies, and support OCI reviews.
  • Maintain accurate, audit-ready contract files and tracking records while communicating obligations and deadlines.
  • Support closeout activities, including final invoicing, property disposition, and release of claims.

Requirements

  • Bachelor’s degree and 3+ years of relevant contracts management experience, or an equivalent combination of education and experience.
  • Experience managing the full lifecycle of U.S. federal government prime contracts and subcontracts.
  • Working knowledge of the FAR and experience with FFP, T&M, IDIQ, and task or delivery orders.
  • Experience reviewing and responding to RFPs, RFIs, and RFQs.
  • Experience with HHS or CMS contracts preferred.
  • Familiarity with HHSAR preferred.
  • NCMA certification such as CFCM or CPCM, or equivalent formal contracts training, preferred.
  • Health IT or healthcare technology government contracting experience preferred.
  • Experience with GSA schedule contracts preferred.
  • Proficiency with Microsoft Office, Google Workspace, Slack, and contract management systems preferred.
  • Strong analytical, negotiation, written, and verbal communication skills.
  • Ability to independently manage a diverse contract portfolio and competing deadlines.
  • U.S. citizenship or green card required; Bellese does not provide sponsorship.
  • U.S. residency for at least the past three years and ability to obtain a Public Trust position, including a government background investigation.
