Description

  • Oversee the full operations of an affordable housing portfolio, including personnel, leasing, maintenance, financial, administrative, and risk management functions.
  • Ensure compliance with Equal Housing Opportunity, Affirmative Fair Housing, LIHTC, Section 8, regulatory, funding, contract, and reporting requirements.
  • Conduct file reviews, physical inspections, semi-annual inspections, and interactions with regulatory agencies.
  • Screen, hire, train, coach, develop, and manage on-site staff while addressing performance issues and supporting staff compliance.
  • Approve timesheets, salary requests, counseling statements, and evaluations, and coordinate with Regional leadership and Human Resources as needed.
  • Develop operating budgets and forecasts, monitor income and expense performance, and recommend cost control and revenue improvement strategies.
  • Review proposals, contracts, vendor invoices, deposits, rent collections, and property closeout financial reports.
  • Create marketing plans, support leasing strategy, manage resident retention efforts, and handle resident complaints and concerns.
  • Oversee administrative and leasing reporting, customer service, maintenance responsiveness, property appearance, and make-ready/work order completion.
  • Support emergency response and direct maintenance, construction, and rehabilitation activities to ensure quality and timely completion.

Requirements

  • Affordable housing experience, including LIHTC.
  • Prior experience as a Regional Manager.
  • High school diploma or equivalent required; bachelor’s degree preferred.
  • Four years of housing industry experience, or one to two years of related experience/training, or an equivalent combination of education and experience.
  • Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
  • Basic computer skills and ability to use on-site software functions.
  • Basic knowledge of Fair Housing laws and OSHA requirements.
  • Ability to travel 25-50% of work time annually.
  • Experience with LIHTC application and annual recertification processes.
  • Safety-sensitive role subject to additional compliance requirements.
