Description

  • Identify and research potential and existing government clients to expand market presence and generate qualified pipeline opportunities.
  • Initiate outreach campaigns and leverage events, networking, and digital channels to uncover new business opportunities.
  • Own capture operations and reporting, including capture review meetings, documentation, CRM administration, and pipeline management.
  • Lead capture planning for qualified opportunities and ensure active pursuits have clear win strategies and action plans.
  • Support the advancement of captures greater than $1M per year from identification through proposal submission.
  • Collaborate with technical teams, account managers, division leads, and proposal teams to align solutions, manage transitions, and support proposal or demand generation efforts.
  • Analyze market trends and conduct competitive intelligence research to inform strategic priorities and positioning.
  • Track growth KPIs, OKRs, and pipeline metrics, and provide regular reporting and insights to leadership.
  • Support the VP of Growth with growth operations, administrative tasks, project management, and execution of growth strategy.
  • Contribute to thought leadership content, including white papers, marketing materials, RFIs, public comments, and LinkedIn posts.

Requirements

  • Bachelor’s degree with 5+ years of relevant experience in business development, capture management, or growth leadership.
  • Minimum 5 years of experience in federal and/or state government contracting in health and human services.
  • Proven track record of leading captures for opportunities valued at $3M+ in a capture, growth, or Business Development Analyst role.
  • Deep knowledge of the HHS ecosystem, including CMS, NIH, CDC, HRSA, SAMHSA, VA, DHA, and/or state Medicaid and public health agencies.
  • Demonstrated ability to work autonomously and move quickly from strategy to execution with minimal direction.
  • Strong leadership presence and ability to build trusted relationships with delivery teams, senior leaders, external clients, and partners.
  • Excellent written communication skills, including the ability to craft proposal and thought leadership content.
  • Strong research and analytical skills with experience translating market intelligence into growth strategies.
  • Experience working effectively in a matrixed environment across multiple divisions and stakeholders.
  • Proficiency with CRM systems such as Zoho and Microsoft Office 365 (Word, PowerPoint, Excel, Teams).
  • Proficiency in AI-enabled tools supporting opportunity identification and capture strategy is strongly preferred.
  • Master’s degree in public health, healthcare administration, or business is preferred.
  • Must be currently eligible to work in the United States; sponsorship is not available.
  • All work must be performed within the continental U.S. unless required by contract.
  • Ability to work core hours aligned with Eastern Time unless otherwise approved by a manager.
  • Remote employees must maintain a dedicated, ergonomically appropriate workspace with reliable internet and a mobile device.
