Description

  • Translate regional legal and regulatory requirements into functional requirements for Core Network Engineering.
  • Lead discovery workshops with local MNOs, regulators, partners, and internal stakeholders.
  • Assess platform capabilities against local requirements and define enhancements, trade-offs, and delivery phases.
  • Create technical workflows and flowcharts for services such as Number Portability and Lawful Interception.
  • Define business rules, data exchange requirements, routing needs, edge cases, and exception handling for voice, SMS, and MNP.
  • Specify regulatory data, reporting frequencies, extraction requirements, and validation checks.
  • Define acceptance criteria, test scenarios, and sign-off requirements for country-specific implementations.
  • Manage technical and regulatory checklists, dependencies, milestones, and delivery risks across multiple countries.
  • Coordinate integrations with central databases and external partners to meet local interoperability and quality-of-service requirements.
  • Mentor analysts and delivery teams on user stories, functional specifications, traceability, and solution design.

Requirements

  • 7+ years of experience as a Technical Business Analyst or Solution Architect, preferably in Telecom or Technology.
  • Ability to translate complex regulatory documents into actionable engineering requirements.
  • Working knowledge of SIP, SMS routing, and MNP databases.
  • Strong experience writing user stories, functional specifications, and Jira tickets.
  • Experience or strong interest in international roaming, interconnectivity, and global telecom markets.
  • Ability to produce structured technical documentation and process flowcharts.
  • Experience coaching and mentoring team members.
  • Ability to liaise effectively among legal, product, and engineering teams.
  • Strong written and verbal English communication skills.
  • Experience in MVNO or Mobile Core environments, GSMA standards, eSIM technology, Lawful Interception, or regional compliance reporting is preferred.
