Description

  • Act as the primary liaison between legal, regulatory, and core network teams to translate regional mandates into functional requirements.
  • Lead requirement discovery workshops with local MNOs, regulators, and internal teams to define scope, priorities, and implementation approach.
  • Compare local regulatory requirements against platform capabilities and identify enhancements, trade-offs, and phased delivery options with engineers.
  • Create high-level technical workflows and flowcharts for regulatory services such as MNP and Lawful Interception.
  • Define business rules and data exchange requirements for Number Portability and functional needs for voice/SMS routing.
  • Define reporting data points and frequencies required by local authorities and ensure supporting extraction and validation tools are built.
  • Lead acceptance criteria, test scenarios, and sign-off requirements for country-specific regulatory delivery.
  • Manage technical-regulatory checklists across multiple countries and proactively escalate dependencies and risks.
  • Coordinate with local central databases and external partners to ensure interworking specifications and quality-of-service compliance.
  • Mentor Solution Analysts and cross-functional teams on user stories, functional specifications, and regulation-to-implementation traceability.

Requirements

  • 7+ years of experience as a Technical Business Analyst or Solution Architect, preferably in Telecom or Tech.
  • Proven ability to synthesize complex regulatory documents into actionable engineering tasks.
  • Comfort discussing technical concepts such as SIP, SMS routing, and MNP databases with engineers.
  • Strong experience writing user stories, functional specifications, and managing Jira tickets.
  • Experience or strong interest in international roaming, interconnectivity, and global telecom market differences.
  • Ability to create clear technical documentation and process flowcharts.
  • Experience coaching and mentoring team members.
  • Ability to act as a liaison between legal, product, and engineering teams.
  • Strong verbal and written communication skills in English.
  • Prior experience in MVNO or Mobile Core environments (nice to have).
  • Experience with GSMA standards and eSIM technology (nice to have).
  • Familiarity with Lawful Interception and regional compliance reporting (nice to have).
