Description

  • Translate regional legal and regulatory mandates into functional requirements for Core Network teams.
  • Lead requirements workshops with local MNOs, regulators, partners, and internal stakeholders.
  • Assess local requirements against platform capabilities and define enhancements, trade-offs, and phased delivery plans.
  • Create technical workflows and flowcharts for services such as Number Portability and Lawful Interception.
  • Define business rules, data exchange requirements, routing requirements, reporting needs, and exception handling.
  • Establish acceptance criteria, test scenarios, and sign-off requirements for country-specific implementations.
  • Manage technical and regulatory checklists, dependencies, risks, and sprint readiness across multiple countries.
  • Coordinate integrations with central databases and external partners to meet local interoperability and quality-of-service requirements.
  • Provide functional leadership to engineers by clarifying intent, reviewing stories, and supporting solution design decisions.
  • Mentor Solution Analysts and delivery teams on user stories, functional specifications, and regulatory traceability.

Requirements

  • 7+ years of experience as a Technical Business Analyst or Solution Architect, preferably in telecom or technology.
  • Ability to translate complex regulatory documents into actionable engineering tasks.
  • Working knowledge of SIP, SMS routing, and MNP databases.
  • Strong experience writing user stories, functional specifications, and executable Jira tickets.
  • Experience or strong interest in international roaming, interconnectivity, and global telecom markets.
  • Ability to produce structured technical documentation and process flowcharts.
  • Experience coaching and mentoring team members.
  • Ability to act as a liaison between legal, product, and engineering teams.
  • Strong written and verbal English communication skills.
  • Experience in MVNO or Mobile Core environments, familiarity with GSMA standards and eSIM technology, or knowledge of Lawful Interception and compliance reporting is preferred.
