Description

  • Assess quantum-computing impacts on VA systems, applications, infrastructure, data protections, and cryptographic implementations.
  • Maintain an enterprise cryptographic inventory and establish risk-based migration priorities.
  • Develop cryptographic inventory, migration, and post-quantum cryptography transition plans.
  • Evaluate and recommend quantum-resistant algorithms, technologies, architectures, and modernization strategies.
  • Provide guidance aligned with NIST PQC standards, including FIPS 203, FIPS 204, and FIPS 205.
  • Analyze cryptographic protocols, certificates, keys, dependencies, interoperability, performance, and migration challenges.
  • Prototype, model, simulate, implement, and test cryptographic and quantum-computing solutions using relevant tools and programming languages.
  • Conduct security assessments and architecture reviews, documenting vulnerabilities, risks, attack paths, and mitigation recommendations.
  • Collaborate with architects, engineers, application and cloud teams, DevSecOps personnel, program managers, and government stakeholders.
  • Prepare technical assessments, white papers, briefings, risk analyses, policies, and modernization recommendations. May require occasional onsite visits.

Requirements

  • 10+ years of IT experience, including at least 5 years in quantum computing and cryptography within a large corporation or similarly scoped government agency.
  • Master’s degree in a related IT field may substitute for up to 2 years of required experience.
  • Expertise in quantum mechanics, quantum information theory, and algorithms such as Shor’s and Grover’s.
  • Expertise with Qiskit, Cirq, Quipper, and Microsoft Quantum Development Kit.
  • Expertise in cryptographic protocols and technologies, including RSA, AES, PKI, encryption, digital signatures, and key management.
  • Expertise in post-quantum cryptography, quantum-resistant algorithms, cryptographic inventories, and migration planning.
  • Knowledge of NIST and ISO/IEC 19790 standards, including FIPS 203, 204, and 205.
  • Proficiency in Python, C++, and Java for cryptographic implementation and testing, plus classical and quantum simulation tools.
  • Experience communicating quantum risk to nontechnical leadership and contributing to policy, guidance, and modernization standards.
  • Experience with project-oriented environments and configuration management; preferred credentials include CISSP, CISA, CISM, CASP+/SecurityX, CCISO, CISSP-ISSAP/ISSEP, GCED, GCIH, GSLC, or CCNP Security. Bachelor’s degree in a related field preferred.
