Description

  • Provide strategic leadership, oversight, and technical guidance for the consortium’s rapid response mechanism and sudden-onset disaster work.
  • Maintain and refine rapid response guidance, tools, templates, operating procedures, and decision pathways.
  • Coordinate context monitoring, rapid needs assessments, response recommendations, and internal decisions for rapid response activations.
  • Support crisis response funding mobilization, including rapid program design, partner selection review, and emergency submission inputs.
  • Draft or contribute to concept notes, donor narratives, response strategies, assessment summaries, logframes, budgets, and related materials.
  • Coordinate the collection, review, consolidation, and timely submission of project reports and assessment documentation from country offices and partners.
  • Lead and/or coordinate emergency needs assessments in non-operational countries and prepare consolidated reports and recommendations.
  • Serve as World Relief’s primary point of contact with consortium co-leads and the project Prime, and translate decisions into internal actions.
  • Develop partnerships with in-country stakeholders, local government authorities, implementing partners, and subawardees.
  • Supervise the assigned Program Officer and provide ongoing coaching, work planning, and performance management.

Requirements

  • Mature and personal Christian faith.
  • Commitment to World Relief’s mission, vision, values, Core Beliefs, Statement of Faith, Christian Identity, and National Association of Evangelicals' For the Health of The Nation document.
  • Master’s degree in management, humanitarian assistance, international development, or a related advanced degree.
  • At least 7 years of experience in international humanitarian or development assistance, including complex emergency or rapid response settings.
  • Excellent English oral and written communication skills.
  • Extensive experience managing U.S. Government-funded projects and compliance with USG regulations and donor requirements.
  • Ability to establish strong cross-cultural relationships.
  • Familiarity with humanitarian quality and accountability standards such as CHS and Sphere.
  • Demonstrated experience in monitoring and evaluation, including indicators, logframes, assessment approaches, and use of qualitative and quantitative data.
  • Ability to manage competing priorities, work under pressure, and travel extensively to fragile and high-risk contexts.
  • Strong humanitarian program leadership experience in fragile, conflict-affected, disaster-affected, or complex emergency contexts (preferred).
  • Experience with consortium-led projects, donor reporting, partner capacity strengthening, and emergency response financing mechanisms (preferred).
  • Additional language skills, especially French or Arabic, are preferred.
  • Previous supervisory experience is preferred.
