Description

  • Manage the full lifecycle of the capital improvement program through schedule, estimate validation, contract administration, and performance metrics.
  • Ensure timely and on-budget completion of program elements.
  • Manage risks to keep the program within established controls and quality expectations.
  • Prepare written and graphic reports on program controls and CIP performance.
  • Develop and implement mitigation procedures to address program risks.
  • Create schedules that identify linkages between individual project elements and prioritize actions.
  • Develop a Program Controls Handbook for the Authority.
  • Review existing program controls and recommend improvements to management mechanisms used by the PAS team.
  • Perform additional comparable or related services as assigned.

Requirements

  • Civil Engineer background.
  • 10 years of experience as a Programs Control Specialist.
  • Experience managing program controls for capital improvement or similar programs.
  • Experience with schedule development and linkage analysis across project elements.
  • Experience with estimate validation, contract administration, and performance metrics.
  • Experience in risk management and mitigation procedure development.
  • Ability to prepare written and graphic reports.
  • Ability to develop program documentation such as a Program Controls Handbook.
  • Willingness to perform additional comparable or related services.
  • Experience supporting public-sector or authority-led programs is implied by the role context.
