Description

  • Lead day-to-day operations for base operations and support contracts nationwide.
  • Mentor site and program leadership to drive continuous improvement and stronger execution.
  • Partner with Program Managers to assess operational and financial performance and implement improvements.
  • Ensure compliance with contractual requirements and maintain effective relationships with Government representatives.
  • Oversee the contract modification lifecycle, including development, review, and submission of modifications.
  • Lead subcontract strategy, including review, negotiation, and development of subcontract agreements.
  • Manage subcontractor performance, vendor relationships, quality, safety, and cost-effective service delivery.
  • Support business development efforts through basis of estimates and proposal reviews.
  • Contribute to hiring, performance management, and retention across the employee lifecycle.

Requirements

  • 10+ years of experience leading and managing large (100+ FTE) and/or multiple federal base operations programs/contracts.
  • Demonstrated experience in continuous improvement, contract management, and financial/business management.
  • Proven ability to develop budgets, drive financial performance, and improve operational metrics.
  • Experience managing unionized workforces.
  • Experience negotiating and administering Collective Bargaining Agreements (CBAs).
  • Knowledge of Service Contract Act (SCA) and Davis-Bacon Act wage determinations.
  • Strong leadership, communication, and organizational skills.
  • Ability to work independently as a self-starter in a collaborative environment.
  • Willingness and ability to travel 15-25% across the U.S.
  • U.S. citizenship required; must pass a background investigation to obtain and maintain military base access and a Common Access Card (CAC).
