Description

  • Manage a portfolio of programs focused on modeling and simulation and autonomy development.
  • Lead multi-disciplinary teams of researchers, scientists, and engineers across multiple STR campuses.
  • Build and execute programmatic baselines, including personnel, deliverables, and subcontractor management plans.
  • Track cost, schedule, and technical performance metrics to keep programs within plan.
  • Support proposal development and ensure adherence to a gated capture process.
  • Create subcontractor statements of work and manage subcontractor execution and tracking.
  • Work with lead engineers to guide and lead multi-functional teams.
  • Provide regular program briefings to group and division leadership.
  • Monitor progress against goals, anticipate risks, resolve issues, and initiate corrective actions.
  • Identify and address security classification constraints and other execution challenges.

Requirements

  • Active Secret security clearance and ability to obtain Top Secret clearance; U.S. citizenship is required.
  • Technical undergraduate degree and at least 8 years of relevant experience in government contracting or research and development.
  • Recent experience leading programs in a program manager or engineering capacity.
  • Experience as a Program Manager, Control Account Manager, or Subcontracts Manager on design/development or build contracts.
  • Experience with work breakdown structure (WBS) definition, schedule generation, financial analysis/reporting, and resource management.
  • Experience in proposal management, including planning and cost estimation.
  • Experience working within security classification environments.
  • Strong interpersonal, communication, mentorship, and peer-leadership skills.
  • Strong presentation and organizational skills.
  • Preferred experience with modeling and simulation, systems engineering, test and evaluation, software architecture, resource management, operational analysis, systems autonomy, or communications.
  • Preferred active Top Secret clearance.
  • Preferred experience with advanced RF or EO/IR system concepts, operational and systems analysis, and autonomy behaviors and optimization.
  • Preferred experience evaluating system capabilities in operational scenarios.
  • Preferred experience managing projects larger than $5M for the Department of Defense.
  • Preferred risk and opportunity management experience.
  • Preferred experience managing research and development programs.
  • Proficiency in Microsoft Office applications, including MS Project, Word, Excel, and PowerPoint.
