Description

  • Design, roll out, and scale project-level MEAL frameworks, plans, and data collection, analysis, and reporting systems across Simprints projects.
  • Line manage, mentor, and support a small team of M&E Officers in Ghana and Ethiopia.
  • Collaborate closely with Data Scientists, Project Managers, and Product Managers to align project metrics across the organization.
  • Conduct technical field visits to project sites and provide hands-on MEAL backstopping to local implementation teams.
  • Map project outcomes back to Simprints' organizational strategy and global impact framework.
  • Develop rigorous methodologies and research designs for internal and external evaluations.
  • Design, test, and deploy quantitative and qualitative data collection tools.
  • Conduct quantitative and qualitative analyses on complex datasets and turn findings into actionable conclusions.
  • Partner with data scientists to co-develop automated monitoring dashboards and visualizations.
  • Manage external evaluations end to end, including tendering, consultant selection, and consultant oversight.
  • Support donor updates and reporting by providing timely information to project and partnerships teams.
  • Lead learning reviews and translate technical findings into clear reports for donors, ministries, and partners.
  • Maintain the internal evidence library of learnings, evaluations, and case studies to support future project design, proposals, and advocacy.
  • Champion ethical, responsible, and privacy-first data collection and data management practices.

Requirements

  • Minimum 5 years of experience in monitoring and evaluation within Tech4Dev, global health, or international development sectors.
  • Experience evaluating technology solutions is an advantage.
  • Proven experience designing, setting up, and managing MEAL systems from scratch.
  • Experience developing Theory of Change models, M&E frameworks, and data collection tools.
  • Strong knowledge of outcome measurement methodologies.
  • Experience with health and nutrition coverage survey methodologies and assessing the quality of administrative data is an advantage.
  • Experience commissioning evaluations and working with research and academic institutions.
  • Experience with cost-effectiveness measures or value for money assessments is desirable.
  • Experience managing field-based M&E teams and quality assuring data collection processes.
  • Proven ability to conduct rigorous quantitative and qualitative data analysis on complex datasets.
  • Excellent facilitation skills for training and workshop delivery, both in person and online.
  • Strong communication skills with the ability to translate technical and statistical reports into clear insights for non-technical colleagues.
  • Excellent multitasking skills and ability to manage multiple overlapping international projects.
  • Experience using AI tools across the monitoring and evaluation cycle is an advantage.
  • Deep experience in Ghana is preferred, and experience in Ethiopia is also preferred.
  • Strong understanding of the African digital health landscape is preferred.

  • Salary grade of UK IC5: £45,000-£55,000, with cost of living and employment cost adjustments for those based in other countries.
