Description

  • Develop and implement the enterprise data governance framework for the Security Cooperation platform.
  • Establish governance policies, standards, procedures, and operating models aligned with DoD data strategies.
  • Lead governance activities that improve data quality, consistency, accessibility, and accountability.
  • Create governance maturity roadmaps and implementation plans.
  • Facilitate cross-functional governance councils, workshops, and working groups.
  • Define and coordinate business and technical data steward roles, responsibilities, and decision authorities.
  • Develop and maintain enterprise metadata standards, taxonomies, controlled vocabularies, ontologies, and tagging strategies.
  • Define data quality standards, monitor governance metrics, and lead root cause analysis and remediation of data issues.
  • Collaborate with knowledge management, architecture, and cybersecurity teams to improve discoverability, reuse, and secure information sharing.
  • Support AI readiness by preparing enterprise information assets for generative AI, machine learning, advanced analytics, and RAG architectures.
  • Review solution designs and ensure governance requirements are incorporated into system development lifecycles and AWS-based architectures.
  • Lead stakeholder engagement efforts, including executive briefings and governance recommendations to senior leadership.

Requirements

  • Bachelor's degree in Information Management, Data Science, Information Systems, Computer Science, Public Administration, or a related field.
  • Minimum 10 years of experience in enterprise data management, governance, or information management.
  • Minimum 5 years supporting Department of Defense or Federal Government programs.
  • Experience establishing enterprise data governance programs.
  • Experience facilitating governance councils or executive working groups.
  • Active Secret Security Clearance.
  • U.S. Citizenship required.
  • Experience with data governance frameworks, data stewardship, metadata management, data cataloging, data quality management, Master Data Management (MDM), information lifecycle management, business glossaries, and data lineage.
  • Experience with taxonomy development, controlled vocabularies, ontologies, content management, knowledge management, and enterprise search.
  • Experience with AWS cloud services, SharePoint Online, Microsoft Purview, Power BI, SQL, data catalogs, and enterprise content repositories.
  • Knowledge of DoD Data Strategy, DoD Digital Modernization Strategy, Federal Data Strategy, DAMA-DMBOK, DCAM (preferred), and NIST data management guidance.
  • Preferred experience supporting Security Cooperation organizations such as DSCA, Geographic Combatant Commands, Military Departments, or Security Cooperation workforce development organizations.
  • Preferred experience supporting Foreign Military Sales (FMS), Security Assistance, Institutional Capacity Building (ICB), or Building Partner Capacity (BPC) programs.
  • Preferred experience implementing AI-enabled knowledge management platforms and governing enterprise SharePoint or Microsoft 365 environments.
  • Preferred familiarity with AWS-native data services and cloud data governance solutions.
  • Preferred certifications include CDMP, DAMA Certified Data Management Professional, AWS Certified Cloud Practitioner or Solutions Architect, Certified Information Professional (CIP), Security+ , CISSP, and Prosci Change Management Certification.
