Description

  • Lead PowerLines’ state policymaker engagement strategy and build relationships with governors, state legislators, and other state officials.
  • Represent PowerLines at policymaker convenings such as the National Governors Association and the National Conference of State Legislatures, and manage related partner engagement.
  • Develop the organization’s external engagement calendar, including key dates, conferences, media opportunities, speaking engagements, and strategic events.
  • Lead engagement with lobbying partners and support coordination with state-level advocacy groups.
  • Oversee policy research and analysis, including tracking key state policies and identifying state-level wins and case studies.
  • Draft and support state policy materials such as letters of support, testimony, briefing memos, training presentations, and talking points.
  • Build and maintain bipartisan coalitions and partnerships with NGOs, advocacy groups, and think tanks.
  • Conduct power mapping and landscape analysis of key state policymaker environments as needed.
  • Support the operations of the state policy workstream, including internal team meetings, external meetings, strategy memos, and special projects.
  • Support hiring and manage additional team members as the team grows.

Requirements

  • 7-15+ years of experience in state-level policy, politics, government affairs, government relations, or a related field.
  • Experience in NGO, advocacy, government, or startup settings is preferred.
  • Experience with energy policy and utility issues is valued, or the ability to learn complex utility regulation topics quickly.
  • Demonstrated experience building relationships with state policymakers.
  • Proven ability to build relationships with politically diverse stakeholders and lead bipartisan relationships or coalitions.
  • Experience engaging in policymaker settings such as the National Governors Association (NGA) and the National Conference of State Legislatures (NCSL).
  • Strong project management skills with the ability to track multiple complex workstreams.
  • High emotional intelligence and strong judgment in complex, politically sensitive settings.
  • Experience managing staff and consultants.
  • Strategic thinking, creative problem solving, and the ability to translate ideas into execution.
  • Ability to thrive in an early-stage, fast-paced, uncertain startup environment with tight timelines and independent ownership.
  • A mission-driven interest in modernizing the utility regulatory system to lower utility bills and grow the economy.
  • Willingness to travel up to 25%.
