Description

  • Own the engineering scope for multi-site, complex outside plant builds, including fiber and copper aerial and underground systems.
  • Produce and, where applicable, seal engineering plans, splicing diagrams, loss budgets, bill of materials, and construction work prints.
  • Perform advanced loop-loss and electronics sizing and plan field-mounted switch serving areas and network segmentation.
  • Lead constructability reviews, value engineering, and route optimization to resolve clearance, capacity, and alignment issues.
  • Direct and perform field surveys to verify pole, conduit, and buried-facility measurements and NESC clearances.
  • Ensure designs comply with NESC, client specifications, and Pearce standards, and complete feasibility and economic analyses.
  • Oversee permit packages and coordinate ROW and easement approvals with municipalities, counties, and states.
  • Lead joint-use engineering and coordinate pole attachments, loading, and make-ready work with utilities.
  • Build job budgets and forecasts, track actuals and variance drivers, and recommend cost and schedule mitigations.
  • Maintain authoritative project records, prepare status reports and dashboards, coordinate cross-functional milestones, and mentor junior engineers and permit staff.

Requirements

  • Extensive experience delivering complex, multi-discipline OSP projects from design through closeout.
  • Expertise in work order engineering, including road moves, loss budgets, splicing plans, constructability, and value engineering.
  • Hands-on field measurement experience and deep working knowledge of NESC and OSP industry/client standards.
  • Track record obtaining permits and ROW/easements and leading pole attachment, loading, and make-ready coordination.
  • Experience building and tracking job budgets and performing structured QA/QC and site inspections.
  • Proficiency with PC applications and record/CAD systems, plus field tools such as a measuring wheel, height stick, pull finder, and laptop.
  • Preferred: experience mentoring or leading engineering teams and vendors while establishing technical best practices and SOPs.
  • Preferred: familiarity with drafting/markup and documentation tools, such as CAD platforms, markup utilities, and client portals.
  • Preferred: strong communication skills and the ability to translate technical constraints into clear stakeholder decisions.
