Description

  • Lead end-to-end insurance product lifecycle execution from design translation through filing, implementation, and ongoing optimization.
  • Oversee regulatory filing delivery, quality assurance, and operational governance across the annual process calendar.
  • Translate product strategy into execution plans and ensure alignment between product intent, regulatory requirements, and operational outputs.
  • Implement ACA filing components across Oscar’s markets and coordinate development of filing artifacts such as PBT, SOB, SBC, and benefit documentation.
  • Manage responses to regulatory objections, escalations, risks, dependencies, and data inconsistencies.
  • Establish QA frameworks, validation processes, execution rhythms, milestones, and governance standards for product and filing outputs.
  • Promote process standardization, continuous improvement, performance tracking, and reporting across the lifecycle.
  • Serve as the central execution hub across Product, Technology, SIO, Actuarial, Operations, external vendors, and insurance product leadership.
  • Lead and develop team members responsible for product execution and QA, including priorities, performance expectations, and staffing plans.
  • Oversee vendor performance, implementation forums, issue resolution, and release readiness for filing outputs.

Requirements

  • 10+ years of experience in insurance product execution, including IFP and Small Group regulatory filings and related roles.
  • 5+ years of people management experience.
  • 5+ years of hands-on experience with health insurance regulatory filing processes, specifically ACA and state-specific regulatory environments.
  • 4+ years of experience leading complex QA and production workflows.
  • 4+ years of experience with controls, documentation standards, and version management.
  • 3+ years of experience partnering closely with senior leaders to support execution through planning, prioritization, and operating rhythms.
  • 3+ years of project management experience managing complex partner calendars, forums, and meeting rhythms.
  • 3+ years of experience managing third-party vendors.
  • Willingness to travel up to 25% of the time.
  • Bachelor's degree or higher in business, healthcare, or a quantitative field is preferred.
  • Experience with the product development process focused on individual and family plans is preferred.
  • Experience supporting senior leaders through agenda setting, meeting preparation, and important decisions is preferred.

  • Base salary range of $180,504-$236,911 in CA, CT, NJ, NY, and WA; $162,453-$213,220 in all other listed locations.
