Description

  • Serve as the lead acquisition advisor to program offices on requirement development and review of SOWs, PWSs, SOOs, and market research reports.
  • Lead pre-solicitation support, including acquisition plans, QASPs, evaluation criteria, J&As, limited source justifications, and purchase request packages.
  • Support program office evaluation activities and assist with documentation for the proposal evaluation process.
  • Track procurement activities and provide status updates to program offices and client leadership.
  • Design and deliver acquisition lifecycle training for client staff and the COR community, and develop training materials.
  • Recommend and implement process improvements to increase efficiency in acquisition and contracting processes.
  • Maintain and improve the Contracting Resource Library, including templates, processes, and standard language.
  • Serve as the primary point of contact for task order activities with the Contracting Officer and COR.
  • Provide supervisory oversight of team deliverables to ensure quality, accuracy, compliance, and timely submission.
  • Review and approve executive presentations, briefing packets, and meeting materials for branding, Section 508 compliance, and executive quality.
  • Deliver monthly progress reports covering actions, issues, expenditures, funding, and planned versus actual work.
  • Coordinate with Government staff to gather content, validate information, and secure approvals within required timelines.
  • Oversee contract administration support activities, cost estimating and price analysis deliverables, database and SharePoint activities, and performance against QASP standards.
  • Manage team staffing, workload distribution, professional development, and continuity during personnel transitions.

Requirements

  • Bachelor’s degree in Business Administration, Acquisition Management, Public Administration, or a related field.
  • 8-10 years of demonstrated experience in federal acquisition support, program/project management, or acquisition leadership roles.
  • Strong knowledge of the federal acquisition lifecycle from pre-award through post-award, including requirements development, solicitation, evaluation, award, and contract administration.
  • FAC-C Level II or III certification, or DAWIA Level II/III certification in Contracting or Program Management.
  • Demonstrated experience leading or managing teams in a federal acquisition support or advisory and assistance services environment.
  • Proven ability to serve as a primary client liaison and manage senior-level stakeholder relationships.
  • Experience delivering acquisition-related training to government professionals such as Contracting Officers, CORs, and program managers.
  • Experience with cost estimating, Independent Government Cost Estimates (IGCEs), and price analysis.
  • Familiarity with federal acquisition process improvement methodologies and knowledge management practices.
  • Experience supporting financial agencies such as FRTIB, OPM, PBGC, or Treasury is preferred.
  • General familiarity with Microsoft 365 tools including Teams, SharePoint, PowerPoint, and Excel as a business user.
  • Ability to obtain and maintain the required security clearance, including possible credit, fingerprint, and law enforcement background checks.
  • Ability to work fully remote/telework and use camera during Microsoft Teams meetings when directed.
