Description

  • Lead end-to-end project management for complex, multi-workstream engagements covering scope, schedule, budget, risk, and issue management.
  • Develop, maintain, and execute detailed MS Project schedules with dependencies, resource loading, and elaborated tasks.
  • Apply hybrid Agile and Waterfall approaches based on engagement needs.
  • Drive clarity, alignment, and recovery planning when projects are ambiguous, off-track, or politically complex.
  • Facilitate status reporting, executive briefings, and governance checkpoints for client and internal stakeholders.
  • Use AI tools to analyze project data, identify risks and resource conflicts, and surface early-warning patterns.
  • Use AI to produce executive-ready deliverables, including status reports, risk assessments, decision briefs, and governance presentations.
  • Automate repetitive project management work such as status aggregation, action item tracking, schedule variance analysis, and reporting workflows.
  • Support configuration, testing, validation, UAT planning, and UAT execution activities.
  • Coordinate delivery across vendor, state agency, system integrator, and internal Liberum team members.
  • Manage relationships with executive sponsors, steering committees, cross-functional stakeholders, and external partners.
  • Coach and mentor client-side staff to strengthen internal project management capability and support adoption activities.

Requirements

  • Bachelor’s degree or equivalent professional experience.
  • 8+ years of project management experience with increasing scope, complexity, and accountability.
  • Direct experience supporting or delivering at least one major ERP implementation such as Workday, SAP, Oracle, or PeopleSoft.
  • Experience managing complex, multi-stakeholder projects in highly regulated or politically sensitive environments.
  • Experience facilitating executive-level stakeholder engagement, including steering committees and sponsor briefings.
  • Experience conducting business interviews and leading client workshops at operational and leadership levels.
  • Active, daily use of AI tools such as ChatGPT, Claude, Copilot, or equivalent as part of project management workflow.
  • Demonstrated ability to use AI for project analysis, risk identification, status synthesis, deliverable creation, and reporting in a consulting context.
  • Ability to prompt and direct AI tools effectively while applying human judgment to outputs.
  • Strong writing skills for synthesizing complex information into clear, concise deliverables for technical and executive audiences.
  • Hybrid methodology fluency with the ability to blend Agile and Waterfall approaches pragmatically.
  • Proficiency in MS Project or equivalent scheduling tools, including dependency mapping and resource-loaded plans.
  • Professional courage to deliver difficult findings and recommendations with data, grace, and actionable solutions.
  • Ability to work independently, manage competing priorities, and operate effectively in a remote or hybrid team environment.
  • Exceptional client relationship management skills.
  • PMP certification or equivalent project management credential preferred.
  • Agile certification such as CSM, SAFe, or equivalent preferred.
  • Master’s degree in Business, Public Administration, Information Systems, or a related field preferred.
  • Consulting experience with public sector clients preferred.
  • Experience with COTS implementation in public sector environments preferred.
  • Familiarity with Washington State procurement and contracting processes preferred.
  • Experience working alongside or managing system integrator teams on large-scale ERP programs preferred.
  • Prosci or equivalent OCM certification preferred.
  • PMI-PBA or CBAP certification preferred.
  • Track record of rescuing or recovering troubled projects preferred.
  • Experience building custom AI workflows, prompt libraries, or automated project management pipelines preferred.
  • Familiarity with AI-powered project analytics, predictive scheduling, or automated reporting tools preferred.
  • History of introducing AI tools or practices to a team or client organization and driving adoption preferred.
