Description

  • Own the global RF permitting strategy for new and existing radar sites, including spectrum licensing, equipment certification, type approvals, and related regulatory authorizations.
  • Research regulatory requirements and approval pathways across countries, including regulators, technical evidence, representatives, testing, fees, timelines, and renewals.
  • Develop jurisdiction-specific licensing strategies and identify risks, dependencies, and critical-path activities affecting site selection and deployment.
  • Engage spectrum regulators and government agencies to validate approval pathways and resolve novel technical or procedural requirements.
  • Coordinate license applications, technical annexes, supporting studies, regulator responses, license conditions, modifications, and renewals.
  • Maintain existing radar-site licenses, track conditions and renewal dates, and monitor operational and technical compliance.
  • Coordinate with RF and Hardware Engineering teams on antenna data, emissions, simulations, interference studies, and other regulatory evidence.
  • Lead equipment certification, type approval, local testing, import approvals, and laboratory or certification-body relationships.
  • Manage interference analyses and integrate RF regulatory considerations into radar site selection.
  • Project manage multi-country regulatory portfolios, including schedules, budgets, risks, consultants, deliverables, and executive decisions.
  • Build scalable permitting processes, templates, country playbooks, license trackers, decision records, and a global knowledge base.
  • Select and manage local consultants while developing relationships with regulators, laboratories, certification specialists, and in-country contacts.

Requirements

  • Located in the United States, preferably on the West Coast or in the Pacific or Mountain time zones.
  • 10+ years of experience in spectrum management, RF regulatory operations, RF compliance, telecommunications licensing, or a related field.
  • Demonstrated experience obtaining spectrum licenses or equivalent RF operating approvals through direct regulator engagement.
  • Strong knowledge of RF fundamentals, including frequency allocations, bandwidth, emissions, antennas, propagation, interference, and spectrum compatibility.
  • Experience navigating complex, ambiguous, or novel regulatory environments.
  • Strong project or program management skills across schedules, risks, budgets, dependencies, consultants, and stakeholders.
  • Ability to translate regulatory requirements into technical inputs, applications, consultant scopes, and internal actions.
  • Excellent communication, judgment, documentation, and stakeholder management skills.
  • Willingness and ability to travel domestically and internationally and conduct field work at prospective radar sites.
  • Eligible to obtain and maintain a U.S. security clearance and required ITAR authorizations.
  • Experience with radar, satellite, aerospace, defense, telecommunications, or other high-power RF systems preferred.
  • Experience with international spectrum approvals, equipment certification, RF/EMC testing, type approval, RF surveys, or interference analysis preferred.
  • Degree in electrical/RF engineering, telecommunications, physics, or a related discipline preferred; equivalent experience accepted.
  • PMP, PgMP, or equivalent program management experience preferred.
