Description

  • Consult on complex instructional systems design studies and projects by providing subject matter expertise, strategic guidance, and mentorship to instructional design teams.
  • Perform systematic instructional design processes to assess and develop training solutions for formal delivery.
  • Manage a team of Instructional Designers to create curriculum and training products aligned with organizational goals.
  • Implement curriculum and training design processes that support intended user experiences and measurable learning outcomes.
  • Refine and uphold curriculum and training standards based on design principles and learning development best practices.
  • Capture and apply stakeholder feedback to drive continuous improvement of curriculum and training products.
  • Evaluate and select instructional strategies, delivery modalities, and assessment methods.
  • Develop and review training needs assessments, gap analyses, evaluation frameworks, and curriculum maps.
  • Serve as a quality reviewer for ISD deliverables to ensure contract compliance, accessibility, and alignment with adult learning theory.
  • Communicate instructional design concepts to program leadership, clients, and technical teams.

Requirements

  • Doctorate degree in Instructional Systems Design, Instructional Technology, Adult Education, Educational Technology, or a closely related field.
  • Minimum of 10 years of experience in instructional systems design, curriculum development, or training program management.
  • Experience leading or managing instructional design teams in a government or complex organizational environment.
  • Expert proficiency in instructional systems design models such as ADDIE, SAM, and Agile ISD, and adult learning theory.
  • Experience developing and delivering multi-modal training solutions, including ILT, eLearning, vILT, and blended learning.
  • Proficiency with eLearning authoring tools such as Articulate Storyline/Rise, Adobe Captivate, or Lectora, and with Learning Management Systems (LMS).
  • Experience developing training for complex health IT systems and enterprise software in federal or healthcare environments.
  • Familiarity with Section 508 accessibility requirements and their application to training materials.
  • Strong project management skills with the ability to lead multiple concurrent projects under deadline pressure.
  • Excellent written, verbal, and presentation communication skills, including experience presenting to executive-level audiences.
  • Experience with the Veterans Health Administration or similar federal health agencies such as CDC, CMS, DHA, or HHS (preferred).
  • Active security clearance or ability to obtain one (preferred).
  • Certified Performance Technologist (CPT) certification from ISPI or equivalent (preferred).
  • SAFe certification or experience delivering training programs in an Agile/SAFe environment (preferred).
  • Familiarity with VA training requirements, VHA employee development policy, and VA Talent Management System (TMS) (preferred).
  • Knowledge of the Kirkpatrick Model or similar training evaluation frameworks (preferred).
  • Experience training healthcare professionals, clinical informaticists, or health IT end users (preferred).
  • Familiarity with SCORM/xAPI standards for eLearning packaging and LMS deployment (preferred).
