Description

  • Lead the design, development, and maintenance of MMS global MLE frameworks and country strategies to support scale-up decisions.
  • Provide senior technical oversight for IFA's multi-country MLE strategy, including indicator standardization across geographies.
  • Own MMS analysis plans, sampling methodologies, data collection tools, and analysis outputs, including manuscripts, abstracts, and reports.
  • Oversee large-scale primary data collection for MMS, including survey design, enumerator training, and data quality protocols.
  • Provide senior oversight of IFA primary data collection through the MLE Strategy Manager.
  • Lead implementation research for IFA and MMS, including process evaluations, pilot studies, and assessments of acceptability and feasibility.
  • Identify MLE best practices that strengthen the broader nutrition portfolio.
  • Assess risks, limitations, and data quality issues in MLE designs and communicate them clearly to programs and donors.
  • Partner with program leadership on strategy, expansion planning, theory of change updates, and evidence-based scale-up decisions.
  • Lead cross-country analysis and synthesis of MLE results and translate findings into decision-relevant insights for internal and external audiences.
  • Support donor engagement, including proposed MLE scope, donor reports, and fundraising proposals.
  • Manage MLE scopes of work, budgets, and work plans for MMS, and oversee the IFA work plan through the MLE Strategy Manager.
  • Manage and develop direct reports, including coaching, performance management, and career growth support.

Requirements

  • At least 5 years of demonstrated experience developing M&E frameworks and plans, conducting implementation research, and designing M&E activities.
  • Master's degree required, with significant coursework in quantitative fields such as economics, statistics, epidemiology, or public health.
  • Experience leading large-scale primary data collection, including survey instrument design, enumerator training, and data quality protocols.
  • Strong knowledge of M&E design methodologies, including sampling strategies, power calculations, and quasi-experimental and experimental designs.
  • High proficiency in Stata required and/or R, with experience independently managing, cleaning, and analyzing large quantitative datasets.
  • Demonstrated ability to provide senior-level technical leadership on complex MLE design and implementation, including judgment calls outside standard SOPs.
  • Strong orientation toward program learning and impact, beyond compliance and reporting.
  • Demonstrated experience managing and developing direct reports, including technical coaching, performance management, and career development support.
  • Demonstrated ability to lead MLE work across internal teams and external partners without direct authority.
  • Willingness to work hours that overlap with colleagues in India and across Africa.
  • Legally authorized to work in the U.S. for roles based in the U.S.; the company cannot sponsor or take over sponsorship of a U.S. employment visa.
  • Remote within the United States or hybrid in Washington, D.C. is the expected location.
