Description

  • Build a mock-up environment on the NATO Software Factory that replicates the current COMS NR and COMS NS capabilities.
  • Replicate Jira processes supporting DEFEND branch missions and other supporting workflows, including STAGIL assets projects.
  • Recreate the low-side to high-side workflow tracking mechanism, including hand-over/take-over functionality and the data diode simulation.
  • Replicate Confluence spaces, pages, dynamic page publications, labels, templates, and installed plugins used in production.
  • Identify, capture, and document COMS functional and non-functional requirements in a NATO AQAP-conforming format.
  • Organize the captured requirements into logical groups suitable for video production and third-party understanding.
  • Produce a recorded video demonstrating the identified requirements and host it securely for industry access.
  • Present a live online demo of the COMS mock-up environment during an NCIA industry engagement day.
  • Support questions and answers from industry during the live demo while maintaining the environment in full working condition.

Requirements

  • 5+ years of excellent knowledge in Atlassian JIRA Datacenter administration.
  • 5+ years of excellent knowledge in Atlassian Confluence Datacenter administration.
  • Prior experience working on the NCIA COMS environment.
  • Excellent knowledge of scripting languages such as Bash and Python for automation and customization.
  • Excellent knowledge of deploying solutions on Microsoft Azure environments.
  • Excellent knowledge of Java, Groovy, and ScriptRunner.
  • Strong experience with dynamic content management and Jira-Confluence integration.
  • Strong experience managing metadata in Atlassian Confluence, Office and PDF documents, and Microsoft SharePoint.
  • Strong understanding of Jira and Confluence internals, including database-level workings.
  • Experience managing Linux servers, preferably RedHat.
  • The project manager must hold NATO SECRET security clearance.
  • All other contractor personnel must be authorized at NATO RESTRICTED level.
  • The narrator for the video must have at least STANAG 6001 Speaking level 4.
  • The video content must meet or exceed ISO 40180 standards.

  • Off-site work is permitted with a 5% off-site discount applicable to the overall price proposal.
  • No travel is expected, and any exceptionally required travel costs are included in the contract price.
  • NCIA will provide access funding for the NATO Software Factory.
  • NCIA will provide up to 3 laptops needed to access the NATO Software Factory.
  • NCIA will provide technical support of 1 hour per working day during delivery.
  • The contract has milestone-based payments tied to accepted deliverables.
  • The period of performance is EDC + 4 months, with an estimated start date of 15 July 2026.
