Description

  • Write and coordinate information gathering for Planning, Implementation, Operational, As Needed, and Annual APDs.
  • Track and report on APD activities, financials, federal funding requests, and contract amendments.
  • Collaborate with client project teams and stakeholders to define project scope, APD requirements, and business needs.
  • Support procurement strategy development by researching products, services, suppliers, and acquisition approaches.
  • Collect, review, and analyze data to develop Independent Government Cost Estimates (IGCEs) and perform cost, price, and cost-benefit analysis.
  • Conduct market research to compare suppliers, services, and costs and recommend procurement plans and strategies.
  • Prepare and present analytical reports, findings, and recommendations to support APD and procurement decisions.
  • Ensure deliverables meet technical, documentation, and quality standards.
  • Engage with CMS and other federal and state agencies to support compliance with APD submission requirements.
  • Manage client relationships, communicate deliverable status, and raise risks and issues to stakeholders.

Requirements

  • Bachelor’s degree in a related field, or 4 additional years of relevant experience in lieu of a degree.
  • 4+ years of experience applying analytic methodologies, including MMIS APD development and maintenance, federal funding requests, or status reporting with a state or federal agency.
  • 3+ years of experience as a business analyst with, or consultant to, State Health Programs.
  • 3+ years of experience eliciting and verifying business requirements.
  • Proficiency in MS Office, especially MS Excel.
  • Strong customer service attitude and effective oral and written communication skills.
  • Ability to work independently or as part of a team with a high degree of professionalism.
  • Experience with cost-benefit analysis and financial tracking/reporting.
  • Ability to review deliverables and processes for quality and completeness.
  • Preferred: Business Data Analytics Certificate, Cost Estimator/Analyst Certification, CPA, CAPM, or PMP.
  • Preferred: Understanding of State Medicaid Manual, 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD submission requirements.
  • Preferred: 3+ years working collaboratively with a CMS State Representative or equivalent federal agency.
  • Preferred: Prior experience with APDs and state procurement processes.
  • Preferred: Experience maintaining Microsoft Project schedules.
  • Preferred: Ability to communicate succinctly and accurately in written and verbal English.
