Description

  • Manage engineering managers, senior engineers, and technical leads across multiple development teams.
  • Set clear expectations, hold teams accountable to delivery outcomes, and support performance management and career development.
  • Own end-to-end delivery across design, development, testing, and operations.
  • Ensure systems meet requirements for scalability, reliability, security, and compliance.
  • Drive adoption of modern engineering practices including CI/CD and DevSecOps.
  • Establish engineering standards for code quality, testing, observability, and delivery predictability.
  • Oversee cloud-native architectures, with a focus on AWS-based systems and data platforms.
  • Manage cross-team dependencies, reduce delivery risk, and support incident response and root cause analysis.
  • Partner with Product, Design, Security, CMS stakeholders, and ISSO/security teams to align execution and maintain compliance.
  • Contribute to Bellese’s engineering strategy, hiring plans, org design, communities of practice, and business development efforts.

Requirements

  • 10+ years of software engineering experience.
  • 4+ years in engineering management roles.
  • Experience leading multiple Agile teams in complex environments.
  • Strong experience with cloud platforms, especially AWS.
  • Experience delivering data-intensive systems and pipelines at scale.
  • Deep understanding of CI/CD, DevSecOps, and modern engineering practices.
  • Proven ability to improve delivery performance and team effectiveness.
  • Strong stakeholder management and communication skills.
  • Experience operating in regulated environments or government programs.
  • Preferred: experience with CMS or federal healthcare programs.
  • Preferred: familiarity with healthcare data standards such as HL7 FHIR.
  • Preferred: experience with Databricks, large-scale data processing, or analytics platforms.
  • Preferred: experience with security compliance frameworks such as FedRAMP or NIST.
  • Preferred: experience managing distributed teams.
  • Preferred: familiarity with accessibility standards such as Section 508.
  • US Citizenship or Green Card only; sponsorship is not offered.
  • US residency for at least the past 3 years.
  • Ability to meet Public Trust requirements, including successful completion of a US Government background investigation.
