Description

  • Manage federal contracts, subcontracts, NDAs, teaming agreements, licenses, and other business agreements from drafting through closeout.
  • Review RFPs, RFIs, and RFQs and advise capture and proposal teams on contractual requirements and risks.
  • Draft, review, and negotiate agreements with government customers, partners, and subcontractors.
  • Administer subcontracts, manage subcontractor relationships, and monitor clause flow-downs, compliance, and deliverables.
  • Ensure compliance with FAR, applicable agency supplements such as HHSAR, and company policy across FFP, T&M, IDIQ, and task/delivery order contracts.
  • Serve as the primary contracts contact for government contracting officers, program managers, business development, and legal teams.
  • Identify contractual and compliance risks, develop mitigation strategies, and support OCI reviews.
  • Maintain accurate, audit-ready contract records and communicate obligations, deadlines, and status updates.
  • Support contract closeout, including final invoicing, property disposition, and release of claims.

Requirements

  • Bachelor’s degree and 3+ years of relevant contracts management experience, or an equivalent combination of education and experience.
  • Experience managing the full lifecycle of U.S. federal prime contracts and subcontracts.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and multiple federal contract types.
  • Experience reviewing and responding to RFPs, RFIs, and RFQs.
  • Experience drafting and negotiating NDAs, teaming agreements, and other business agreements.
  • Experience with HHS or CMS contracts and familiarity with HHSAR preferred.
  • NCMA certification such as CFCM or CPCM, or equivalent formal contracts training, preferred.
  • Health IT or government health technology contracting experience preferred; GSA schedule experience is a plus.
  • Proficiency with Microsoft Office, Google Workspace, Slack, and contract management systems.
  • Strong analytical, negotiation, written, and verbal communication skills; able to manage competing deadlines independently.
  • Must be a U.S. citizen or Green Card holder without sponsorship and have maintained U.S. residency for at least three years.
  • Able to obtain Public Trust clearance, including successful completion of a U.S. government background investigation.
